As parliamentarians, we pledge ourselves to the ongoing, systematic follow-up of social development commitments and programmes undertaken both at this Summit and at the national level, in order to assess the efficiency, effectiveness and progress of such policies and the impact they have had on the eradication of poverty, the expansion of productive employment and the reduction of social marginalization.

While noting the significant progress made since his first visit in July 2012, including the ratification of the Kampala Convention, which obliges the Government to provide protection to internally displaced persons, he observed that there remained a serious lack of livelihood opportunities, housing and land for the displaced, who also faced considerable social marginalization.

A growing body of research shows that persons with disabilities suffer most from extreme poverty, lack of education, social marginalization and unemployment because of social exclusion, discrimination and lack of knowledge about disability issues among decision-makers, who simply do not understand that persons with disabilities need the same opportunities for poverty reduction available to all other members of society.
