23. Also requests the Secretary-General to continue his efforts to implement paragraph 2 of section V of resolution 51/226, and encourages him to continue his efforts with a view to increasing the share of fixed-term appointments throughout the Secretariat;
٢٣ - تطلب أيضا إلى اﻷمين العام أن يواصل بذل جهوده لتنفيذ الفقرة ٢ من الجزء خامسا من القرار ٥١/٢٢٦، وتشجعه على مواصلة جهوده بهدف زيادة حصة التعيينات المحددة المدة في كل أنحاء اﻷمانة العامة؛

The Group of 77 and China is of the view that implementation of paragraph 22 of section V of the draft resolution in document A/53/748/Add.1 should be in accordance with paragraph 2 of the same section of the draft resolution, which states,
إن مجموعة اﻟ ٧٧ والصين ترى أن تنفيذ الفقرة ٢٢ من الجزء خامسا من مشروع القرار الوارد في الوثيقة A/53/748/Add.1، ينبغي أن يكون وفقا للفقرة ٢ من نفس الجزء من مشروع القرار التي تنص على ما يلي:

In this regard, we support the statement made by the representative of Guyana, who spoke on behalf of the Group of 77 and China on paragraph 22 of section V of the draft resolution.
وفي هذا الصدد، نؤيد البيان الذي أدلى به ممثل غيانا، الذي تكلم باسم مجموعة اﻟ ٧٧ والصين، بخصوص الفقرة ٢٢ من الجزء خامسا من مشروع القرار.

We thank the Assistant Secretary-General for Human Resources Management for drawing attention to the implications of the inclusion of the phrase “equitable geographical distribution” in paragraph 22 of section V of the draft resolution.
ونشكر مساعدة اﻷمين العام ﻹدارة الموارد البشرية على استرعائها الانتباه الــى اﻵثار المترتبــة على إدراج عبارة " التوزيع الجغرافي العادل " الواردة في الفقرة ٢٢ من الجزء خامسا من مشروع القرار.

This provision was clarified and amended by paragraph 2 of section V of resolution 52/219 in which the Assembly decided:
وقد تم إيضاح هذا الحكم وتعديله بموجب الفقرة ٢ من الجزء خامسا من القرار ٥٢/٢١٩، الذي قررت الجمعية العامة فيه ما يلي:

The Philippines fully supports the request of the Group of 77 and China that the Secretary-General inform the General Assembly of the full impact of, and any difficulties arising from, the implementation of paragraph 22 of section V of the draft resolution, to enable the General Assembly to revert to this issue.
وتؤيد الفلبين تأييدا كاملا طلب مجموعة اﻟ ٧٧ والصين بأن يقوم اﻷمين العام بإخطار الجمعية العامة باﻷثر الكامل المترتب على تنفيذ الفقرة ٢٢ من الجزء خامسا من مشروع القرار وأية صعوبات تنشأ من جراء ذلك، لتمكين الجمعية العامة من العودة إلى هذه المسألة.

2. Having considered the above report, the General Assembly, in paragraphs 3 and 4 of section V of its resolution 57/292 of 20 December 2003 on UNITAR:
2 - ونظرت الجمعية العامة في التقرير المذكور. وفي الفقرتين 3 و 4 من الجزء خامسا من قرارها 57/292 المؤرخ 20 كانون الأول/ديسمبر 2002 بشأن معهد الأمم المتحدة للتدريب والبحث:

(c) In paragraph 4 of section V the Assembly decided that external vacancy announcements should have a two-month deadline for submission of applications after the date of issue.
(ج) في الفقرة 4 من الجزء خامسا قررت الجمعية أن يتم تقديم الإعلانات الخارجية للشواغر قبل ما لا يقل عن شهرين من تاريخ صدورها.

(b) The scope and meaning of these provisions were changed as follows by the Assembly in paragraphs 2 and 3 of section V of its resolution 51/226 of 3 April 1997, in which it:
(ب) غيرت الجمعية نطاق ومعنى هذه الأحكام على النحو التالي في الفقرتيــن 2 و 3 من الجزء خامسا من القرار 51/226 المؤرخ 3 نيسان/أبريل 1997:

In addition, in paragraph 23 of section V of resolution 53/221 the Assembly requested the Secretary-General to continue his efforts to implement section V, paragraph 2, of resolution 51/226, and encouraged him to continue his efforts with a view to increasing the share of fixed-term appointments throughout the Secretariat.

31. Mr. Jara (Chile) said that his Government shared the concern of the Governments of the Philippines and Jamaica at the implications of paragraph 22 of section V of resolution 53/221.
31 - السيد جارا (شيلي): ذكر أن حكومة بلده تشاطر الفلبين وجامايكا قلقهما إزاء الآثار المترتبة على الفقرة 22 من الجزء خامسا من القرار 53/221.

In the light of the statement by Mrs. Rafiah Salim, the Group of 77 and China would like to request the Secretary-General to inform the General Assembly of the impact of, and any difficulties arising from, the implementation of paragraph 22 of section V of the draft resolution in document A/53/748/Add.1 to enable the General Assembly to revert to this issue.
وفي ضوء البيان الذي أدلت به السيدة رفيعة سليم، تود مجموعة اﻟ ٧٧ والصين أن تطلب إلى اﻷمين العام أن يبلغ الجمعية العامة بأثر تنفيذ الفقرة ٢٢ من الجزء خامسا من مشروع القرار الوارد في الوثيقة A/53/748/Add.1 وبأية صعوبات تنجم عن ذلك التنفيذ، لكي تتمكن الجمعية العامة من الرجوع إلى هذه المسألة.

The Philippines deeply regrets that the window of opportunity for General Service staff based on nationalities may be closed to them because of the inclusion of the phrase “equitable geographical distribution” as part of the realignment of the national competitive examinations and the G-to-P examinations in paragraph 22 of section V of the draft resolution.
وتأسف الفلبين أشد اﻷسف ﻷن نافذة الفرص المتاحة لموظفي الخدمات العامة على أساس الجنسية قد تغلق في وجوههم بسبب إدراج عبارة " التوزيع الجغرافي العادل " كجزء من إعادة تنظيم الاختبارات التنافسية الوطنية واختبارات الترقية من فئة الخدمات العامة إلى الفئة الفنية في الفقرة ٢٢ من الجزء خامسا من مشروع القرار.

Despite the absence of reference to “internal vacancies” or “internal candidates” in the Staff Regulations themselves, it is noted that the General Assembly used the expression “internal vacancies” in paragraph 27 of section III.B of its resolution 51/226 of 3 April 1997, and in paragraph 2 of section V of its resolution 52/219 of 22 December 1997.
الداخليون " في النظام اﻷساسي للموظفين ذاتـه، يلاحظ أن الجمعيـة العامـة استخدمت تعتبر " الشواغر الداخليـة " في الفقـرة ٢٧ من الجـزء ثالثا - باء من قرارهـا ٥١/٢٢٦ المؤرخ ٣ نيسـان/أبريـل ١٩٩٧، وفي الفقرة ٢ من الجزء خامسا من قرارها ٥٢/٢١٩ المؤرخ ٢٢ كانون اﻷول/ ديسمبر ١٩٩٧.

Furthermore, in paragraph 1 of section V of its resolution 55/222, the General Assembly urged the Secretary-General to fill expeditiously the three official posts in the Department of Public Information of the Secretariat relating to web sites in Arabic, Chinese and Russian, in accordance with paragraph 151 of Assembly resolution 54/249.

(d) In paragraph 21 of section V the Assembly requested that probationary appointments be offered to staff having passed a competitive recruitment examination and that such staff be considered for conversion to permanent appointment after successful completion of the period of probationary service.
(د) في الفقرة 21 من الجزء خامسا طلبت الجمعية عرض أو مواصلة عرض تعيينات تحت الاختبار على جميع الموظفين الذين عينوا بعد أن نجحوا في امتحان تنافسي وأن ينظر في أمر تحويل تعيينهم إلى تعيينات دائمة بعد استكمال فترة الخدمة الاختبارية بنجاح.

The Group of 77 and China notes with concern the issues raised in the statement made by the Assistant Secretary-General for Human Resources Management on paragraph 22 of section V of the draft resolution on human resources management, contained in document A/C.5/53/SR.54, at the concluding meeting of the first part of the resumed fifty-third session of the Fifth Committee on 31 March 1999.
إن مجموعة اﻟ ٧٧ والصين تلاحظ بقلق المسائل التي أثيرت في البيان الذي أدلت به مساعدة اﻷمين العام ﻹدارة الموارد البشرية بشأن الفقرة ٢٢ من الجزء خامسا من مشروع القرار المتعلق بإدارة الموارد البشرية، الوارد في الوثيقة A/C.5/53/SR.54، في الجلسة الختامية للجزء اﻷول من الدورة الثالثـــة والخمسين المستأنفة للجنة الخامسة يوم ٣١ آذار/ مارس ١٩٩٩.

16. Regrets that the provisions of section V, paragraph 22, of its resolution 53/221 were not fully complied with, which led to candidates from over-represented countries taking the General Service to Professional category examination in February 2000, and decides, as a one-time exception, to allow the movement of successful candidates from the G to P examination of 2000 from the General Service to the Professional category;
