Whenever the scope of audit of the Board of Auditors is restricted or whenever the Board is unable to obtain sufficient evidence, it shall refer to the matter in its opinion and report, making clear in its report the reasons for its comments and the effect on the financial position and the financial transactions as recorded.
8 - على مجلس مراجعي الحسابات إذا ضيق نطاق مراجعته أو لم يتمكن من الحصول على أدلة كافية أن يشير إلى ذلك في رأيه وتقريره، وأن يوضح في تقريره الأسباب التي دعت إلى تعليقاته والآثار التي تترتب بالنسبة للمركز المالي والمعاملات المثبتة في السجلات.

In three cases, namely, UNDP, UNFPA and the United Nations International Drug Control Programme, the Board had limited the scope of its opinion, as it had in 1990-1991, since it had been unable to obtain sufficient evidence in the form of audit certificates from Governments and non-governmental organizations that funds advanced to them for technical cooperation projects had been used for those purposes.
وفي ثلاث حالات، هي برنامج اﻷمم المتحدة الانمائي، وصندوق اﻷمم المتحدة للسكان وبرنامج اﻷمم المتحدة للمراقبة الدولية للمخدرات، حد المجلس من نطاق آرائه. على نحو ما فعل في الفترة ١٩٩٠-١٩٩١، نظرا ﻷنه لم يتمكن من الحصول على أدلة كافية في شكل شهادات مراجعة حسابات من الحكومات والمنظمات غير الحكومية تشهد بأن اﻷموال التي قدمت لها لمشاريع التعاون التقنـي استخدمت فـي هـذه اﻷغراض.

وفي ثلاث حالات )برنامج اﻷمم المتحدة اﻹنمائي، وصندوق اﻷمم المتحدة للسكان، وبرنامج اﻷمم المتحدة للمراقبة الدولية للمخدرات( حصر المجلس نطاق رأيه لعدم تمكنه من الحصول على أدلة كافية في شكل شهادات عن مراجعة الحسابات من الحكومات أو من المنظمات غير الحكومية، تفيد بأن اﻷموال المقدمة لها بشأن مشاريع التعاون التقني قد أنفقت في اﻷغراض المقصودة.
