It urges the State party to ensure that trade union registration is performed in accordance with article 8 of the Covenant and in a timely manner.

199. The Committee welcomes the establishment of the National Committee on Penal Reform but is greatly concerned at the poor conditions in places of detention and the lack of implementation of the guarantees contained in article 10 of the Covenant as well as in the United Nations Standard Minimum Rules for the Treatment of Prisoners.
١٩٩ - وترحب اللجنة بإنشاء اللجنة الوطنية المعنية بإصلاح النظام العقابي، ولكنها قلقة للغاية لرداءة الظروف السائدة في أماكن الاحتجاز ولعدم تنفيذ الضمانات المنصوص عليها في المادة ١٠ من العهد وفي قواعد اﻷمم المتحدة النموذجية الدنيا لمعاملة السجناء.

The Committee calls on the State party to adopt the necessary legislative amendments so as to prohibit discrimination on all grounds stipulated in article 2, paragraph 2 of the Covenant and in the exercise of all economic, social and cultural rights.
تدعو اللجنة الدولة الطرف إلى اعتماد التعديلات التشريعية اللازمة لكفالة حظر التمييز على جميع الأسس الواردة في الفقرة 2 من المادة 2 من العهد وفي ممارسة الحقوق الاقتصادية والاجتماعية كافة.

The Committee emphasizes that it is incompatible with the Covenant to hold prisoners under conditions which do not meet the basic guarantees provided in article 10 of the Covenant as well as in the United Nations Standard Minimum Rules for the Treatment of Prisoners, despite the adoption by Nigeria of prison regulations and the Prisons Act (1990).
وتؤكد اللجنة أنه من المنافي للعهد أن يحتجز اﻷشخاص فـــي ظروف لا تتفق والضمانات اﻷساسية المنصوص عليها في المادة ١٠ من العهد وفي قواعد اﻷمم المتحدة النموذجية الدنيا لمعاملة السجناء، على الرغم من اعتماد نيجيريا أنظمة للسجون وقانون السجون )١٩٩٠(.
