While acknowledging that the right to adequate food has to be realized progressively, General Comment No. 12 points out that every State is obliged to ensure for everyone under its jurisdiction access to the minimum essential food which is sufficient, nutritionally adequate and safe, and to ensure freedom from hunger.
وفي حين يرد في التعليق العام رقم 12 أن الحق في الغذاء الكافي ينبغي إعماله بصورة تدريجية، يرد في نفس التعليق أن على كل دولة أن تكفل لجميع الخاضعين لولايتها القضائية الحصول على الحد الأدنى من الغذاء الأساسي المناسب من الناحية التغذوية والمأمون، وأن تضمن التحرر من الجوع.

3. Under article 11 of the International Covenant on Economic, Social and Cultural Rights, every State is obliged to ensure for everyone under its jurisdiction access to the minimum essential food which is sufficient, nutritionally adequate, and safe to ensure their freedom from hunger.
3- فبموجب أحكام المادة 11 من العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية، تلتزم كل دولة بأن تكفل لكل شخص مشمول بولايتها القضائية الوصول إلى الحد الأدنى من الغذاء الأساسي الكافي والمناسب من الناحية التغذوية والمأمون لضمان تحرره من الجوع().

15. Under article 11 of the International Covenant on Economic, Social and Cultural Rights, every State is obliged to ensure for everyone under its jurisdiction access to the minimum essential food which is sufficient, nutritionally adequate, and safe to ensure their freedom from hunger.
15- بموجب المادة 11 من العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية، تلتزم كل دولة بأن تضمن لكل فرد يخضع لولايتها القضائية الحصول على الحد الأدنى من الغذاء الأساسي الكافي والمناسب من الناحية التغذوية والمأمون لضمان تحرره من الجوع().

On the legal obligations under the right to food, the Committee similarly observed that: " Every State is obliged to ensure for everyone under its jurisdiction access to the minimum essential food which is sufficient, nutritionally adequate and safe, to ensure their freedom from hunger. "
وعلى نفس المنوال، أشارت اللجنة كذلك فيما يتعلق بالالتزامات القانونية بمقتضى الحق في الغذاء إلى أن " كل دولة ملزمة بأن تضمن لكل فرد في ظلّ ولايتها القضائية الحصول على الحد الأدنى من الغذاء الأساسي يكون كافياً ومغذياً بصورة مناسبة ومأمونة، وأن تضمن تحرر الفرد من الجوع " ().

Therefore, as stressed in its general comment No. 12 (1999), " [e]very State is obliged to ensure for everyone under its jurisdiction access to the minimum essential food which is sufficient, nutritionally adequate and safe, to ensure their freedom from hunger " (para. 14).
ولهذا كما أكدت في تعليقها العام رقم 12(1999)، فإن " كل دولة ملزمة بأن تكفل لكل شخص يخضع لولايتها فرصة الحصول على الحد الأدنى من الغذاء الأساسي الكافي والملائم والمأمون من ناحية التغذية، لضمان تحرره من الجوع " . (الفقرة 14).

Take all possible measures, to the maximum of their available resources, to ensure that persons living in poverty have access to at least the minimum essential food that is nutritionally adequate and safe, basic shelter, housing and sanitation, and an adequate supply of safe drinking water, so as to prevent diseases and other harmful consequences of material deprivations, including malnutrition, epidemics and maternal and infant mortality.
(ج) اتخاذ جميع التدابير اللازمة، بأقصى قدر من الموارد المتاحة لها، لضمان حصول الأشخاص الذين يعيشون في الفقر على القدر الأدنى على الأقل من الغذاء الأساسي الكافي والمأمون من الناحية التغذوية، وعلى المأوى والسكن والصرف الصحي الأساسيين، وإمداد كاف بمياه الشرب المأمونة، للوقاية من الأمراض وغيرها من النتائج الضارة الناجمة عن الحرمان المادي، بما فيها سوء التغذية والأوبئة والوفيات النفاسية ووفيات الرضع.
