87. The Committee expresses grave concern about the retention of article 53 of the Act of 8 April 1965 on the protection of young persons, which entitles the authorities to incarcerate minors for a period of 15 days.
87- وتُعرب اللجنة عن القلق البالغ إزاء الإبقاء على المادة 53 من القانون الصادر في 8 نيسان/أبريل 1965 بشأن حماية صغار السن، التي تمنح السلطات الحق في حبس القصّر لفترة خمسة عشر يوما.

Article 13 of the new Regulation, which effectively incorporates, with some modifications, article 3 of the law of 6 March 1997 provides that “if a person apprehended for crimes committed by one or two persons is not released, he must be arraigned before the competent judge no later than 24 hours, except the necessary time needed for his arraignment before the nearest judge.
36- والمادة 13 من اللائحة الجديدة، التي أُدرجت فيها فعلاً مع بعض التعديلات المادة 3 من القانون الصادر في 6 آذار/مارس 1997، تنص على أنه " إذا لم يفرج على شخص أوقف لجرائم ارتكبها شخص واحد أو شخصان، يجب احضاره أمام القاضي المختص في خلال 24 ساعة على الأكثر إلا الوقت اللازم لإحضاره أمام أقرب قاضٍ.
