137. As indicated in General Assembly decision 55/457, the provision of funds to the Institute from the United Nations regular budget constitutes a one-time exception to the provisions of article VI, paragraph 1, of the statute of the Institute.

In the later advisory opinion on the Applicability of article VI, section 22, of the Convention on the Privileges and Immunities of the United Nations, the Court noted that:

The nuclear-weapon States must, without further delay, fulfil their obligations flowing from article VI through systematic and progressive efforts.

Accordingly, the nuclear-weapon States must, without further delay, fulfil their obligations flowing from article VI through systematic and progressive efforts.

Thus the 1997 Vienna Convention, in article VI, paragraph 1, provides:
