22. In paragraph 21 of my last report to the Security Council, I noted that certain conditions essential for the holding of free and fair elections had not been met.

35. Paragraphs 36 and 37 of my last report also presented a detailed description of various departure schedules.

33. The results of the fifth training session for the Gendarmerie nationale, conducted by the MINURCA training team of 24 civilian police officers, are reflected in my last report (para. 28).
٣٣ - تعرض الفقرة ٢٨ من تقريري اﻷخير نتائج الدورة التدريبية الخامسة لقوة الدرك الوطنية التي شملت ٢٤ من ضباط الشرطة المدنية وتولى تنفيذها الفريق التدريبي التابع للبعثة.

It will be recalled from my last report that the surge in piracy and armed robbery at sea against ships along the coast of Somalia, particularly in " Puntland " , was having an adverse effect on trade in the ports.
ويلاحظ من تقريري الأخير أن الارتفاع الحاد في أنشطة القرصنة والسطو المسلح في البحر ضد السفن قبالة سواحل الصومال، ولا سيما في ' ' بونتلاند``، يؤثر تأثيرا سلبيا على التجارة في الموانئ.

15. The Council will recall that in paragraph 14 of my last report (S/1996/622), I disclosed some of the findings contained in the report of the needs assessment mission that visited the region last July.

In paragraph 51 of my last report to the Council (S/1994/511), I expressed my conviction that free and fair elections in Mozambique are possible subject to certain conditions which, I wish to reiterate, are essential to the electoral process.

As I noted in paragraph 35 of my last report (S/1994/803), the withdrawal of ONUMOZ civilian and military personnel will begin immediately after the elections and is scheduled to be concluded by the end of January 1995.

By paragraph 19 of resolution 916 (1994), the Security Council extended the mandate of ONUMOZ for a final period until 15 November 1994 at the strength described in paragraphs 22, 24 and 25 of my last report (S/1994/511).
٣٥ - مدد مجلس اﻷمن، بموجب الفقرة ١٩ من القرار ٩١٦ )١٩٩٤( ولاية عملية اﻷمم المتحدة في موزامبيق لفترة أخيرة حتى ١٥ تشرين الثاني/نوفمبر ١٩٩٤، بالقوة الوارد وصفها في الفقرة ٢٢ و ٢٤ و ٢٥ من تقريري اﻷخير (S/1994/511).

It is also worth noting that, at ONUSAL's request, the FMLN agreed to the destruction, carried out on 4 June, of the sophisticated weapons located in El Salvador, which are referred to in paragraph 15 of my last report to the Security Council (S/25812 and Add.1-3).
وجدير بالذكر أيضا أن الجبهة وافقت، بطلب مــن البعثـة، علــى التدمير الـذي حصــل يــوم ٤ حزيران/يونيه لﻷسلحة المتقدمة الموجودة في السلفادور، وهو ما أشارت إليه الفقرة ١٥ من تقريري اﻷخير المقدم إلى مجلس اﻷمن )S/25516 و Add.1-3(.

15. In section VII of my last report (S/1995/473), I informed the Security Council of my intention to withdraw those UNOMIL military observers who, in the absence of a cease-fire and the resumption of disarmament, could not perform their monitoring functions effectively.
١٥ - وفي الفرع سابعا من تقريري اﻷخير (S/1995/473)، أحطت مجلس اﻷمن علما باعتزامي سحب المراقبين العسكريين التابعين لبعثة مراقبي اﻷمم المتحدة في ليبريا، الذين تعذر عليها، نظرا لعدم وقف اطلاق النار وعدم استئناف عملية نزع السلاح، أداء مهام المراقبة الموكلة إليهم أداء فعالا.

82. In paragraph 58 of my last report I had stated that, after extensive consultations, the Minister for Foreign Affairs of Iraq had informed me that, since no additional resources had been authorized under resolution 1111 (1997), the needs of vulnerable groups would be met outside the framework of the resolution.
٢٨ - وفي الفقرة ٨٥ من تقريري اﻷخير ذكرتُ، أن وزير خارجية العراق قد أبلغني بعد مشاورات مستفيضة أنه نظرا ﻷنه لم يؤذن بأي موارد إضافية بموجب القرار ١١١١ )٧٩٩١(، فإن احتياجات الفئات السريعة التأثر ستلبى خارج إطار القرار.

In paragraph 17 of my last report to the Council (S/1994/511), I expressed my concern over the unwillingness of the parties to allow the United Nations to reconnoitre certain military bases and to provide ONUMOZ with complete lists of military equipment. Since then, access has been granted to all military installations designated as locations for unassembled troops.
١٥ - وفي الفقرة ١٧ من تقريري اﻷخير الى المجلس (S/1994/511)، أعربت عن قلقي لعدم رغبة اﻷطراف في السماح لﻷمم المتحدة باستطلاع قواعد عسكرية معينة، وتزويد عملية اﻷمم المتحدة في موزامبيق بقوائم كاملة بالمعدات العسكرية، ومنذ ذلك الحين، تم تسهيل الوصول الى جميع المنشآت العسكرية المعدة بوصفها مواقع للقوات غير المجمعة.

In paragraphs 22 and 23 of my last report on Guinea-Bissau of 29 September 1999 (S/1999/1015), I indicated that I had dispatched a small mission to Guinea-Bissau and the neighbouring countries in order to look into the transitional Government's request for international military observers to monitor the situation along the borders with Guinea and Senegal and provide a measure of confidence among the population during the electoral process.
أشرت في الفقرتين ٢٢ و ٢٣ من تقريري اﻷخير عن غينيا - بيساو المؤرخ ٢٩ أيلول/سبتمبر ١٩٩٩ )S/1999/1015( إلى أنني أوفدت بعثة صغيرة إلى غينيا - بيساو والبلدان المجاورة لكي تنعم النظر في طلب الحكومة الانتقالية بنشر مراقبين عسكريين دوليين لرصد الحالة على طول الحدود مع غينيا والسنغال وتوفير قدر ما من الثقة لدى السكان خلال العملية الانتخابية.

20. As outlined in my last report (paras. 13-16), MINURCA would expect to establish eight permanent observation sites and two temporary sites throughout the country as bases for monitoring activities. To these sites would be deployed a small number of long-term electoral observers, starting early in June.

26. It will be recalled from my last report (S/2008/709), that, further to a decision dated 9 October 2008 by NATO Defence Ministers, NATO deployed seven ships from its Standing Maritime Group 2 to take on an anti-piracy role off the coast of Somalia.
