Draft article 16 is based upon article 11 of that Convention.

Article 1, paragraph 1, of that Convention specifically states:

Pursuant to article 12, paragraph 13, of the 1988 Convention, the Commission should review periodically the adequacy and propriety of Table I and Table II of that Convention.
