Aware of the need for Governments, in coordination with other sectors of society, to strengthen policies and mechanisms aimed at preventing illicit drug use among young people, especially those of school age,
وإذ تدرك ضرورة أن تعمل الحكومات، بالتنسيق مع قطاعات المجتمع الأخرى، على تعزيز السياسات والآليات الرامية إلى وقاية الشباب، وخصوصا مَن هم في سن الدراسة، من تناول المخدرات غير المشروعة،

In the area of demand reduction, it was recommended that States should implement comprehensive prevention, treatment and rehabilitation measures, including the prevention of drug use and HIV.
وأما في مجال خفض الطلب على المخدرات، فقد أُوصي بأنه ينبغي للدول أن تعنى بتنفيذ تدابير شاملة بشأن المنع والمعالجة وإعادة التأهيل، بما في ذلك الوقاية من تناول المخدرات والإصابة بالأيدز وفيروسه.

Recognizing that drug use prevention efforts are a cost-effective way to reduce the demand for drugs and are most successful when fully coordinated through a multisectoral approach in which multiple government agencies and nongovernmental organizations within communities participate and are sufficiently funded,
وإذ تدرك أن جهود الوقاية من تناول المخدرات هي وسيلة فعّالة من حيث التكلفة لخفض الطلب على المخدرات وهي أنجع ما تكون عندما تنسّق تنسيقا كاملا من خلال نهج متعدد القطاعات تشارك فيه وكالات حكومية ومنظمات غير حكومية متعددة في إطار المجتمعات المحلية وعندما تموّل تمويلا كافيا،

Acknowledging that drug use prevention should be a component of other multisectoral community-based efforts, such as those aimed at preventing violence and eliminating poverty, among other efforts,
وإذ تسلّم بأن الوقاية من تناول المخدرات ينبغي أن تكون عنصرا من عناصر الجهود الأخرى المتعددة القطاعات المبذولة على مستوى المجتمع المحلي، كالجهود الرامية إلى منع العنف والقضاء على الفقر، وغيرها من الجهود،

3. Further urges Member States to fund community-based drug use prevention efforts that include training and the implementation of reliable evidence-based strategies, where the national situation so requires;
3- تحثّ كذلك الدول الأعضاء على تمويل الجهود المبذولة في إطار المجتمعات المحلية للوقاية من تناول المخدرات والتي تشمل التدريب وتنفيذ الاستراتيجيات القائمة على الأدلة، حيثما يتطلّب الوضع الوطني ذلك؛

4. Urges Member States to develop, fund and implement media campaigns against drugs, as well as family-based drug use prevention programmes that are appropriate to the needs of their populations, where the national situation so requires;
4- تحثّ الدول الأعضاء على وضع وتمويل وتنفيذ حملات إعلامية لمكافحة المخدرات، وكذلك برامج للوقاية من تناول المخدرات تنفَّذ في إطار الأُسرة، تكون ملائمة لاحتياجات سكانها، حيثما يتطلب الوضع الوطني ذلك؛

5. Requests the United Nations Office on Drugs and Crime to include, as appropriate, community-based drug use prevention modules in its relevant technical assistance and training programmes. Resolution 53/2
5- تطلب من مكتب الأمم المتحدة المعني بالمخدرات والجريمة أن يدرج في برامج المساعدة التقنية والتدريب ذات الصلة، حسب الاقتضاء، نمائط بشأن الوقاية من تناول المخدرات في إطار المجتمع المحلي.

Reaffirming also its resolution 48/4, on promotion of policies for the prevention of illicit drug use, in which it expressed deep concern at the dangers of drug use, the effects of drug use on the freedom and development of youth and the negative health and social consequences of drug abuse,
وإذ تؤكّد مجدّدا أيضا قرارها 48/4، بشأن ترويج السياسات الرامية إلى الوقاية من تناول المخدرات غير المشروعة، الذي أعربت فيه عن بالغ قلقها إزاء مخاطر تناول المخدرات وما يُحدثه من آثار على حرية الشباب وتنميتهم، وما يترتّب على تعاطي المخدرات من عواقب صحية واجتماعية سلبية،

1. Urges Member States to continue their efforts to prevent drug use and to develop national policies, laws and practices that can be incorporated into national and community-based drug use prevention programmes;
1- تحثّ الدول الأعضاء على مواصلة جهودها الرامية إلى الوقاية من تناول المخدرات وعلى وضع سياسات وقوانين وممارسات وطنية يمكن إدماجها في البرامج الوطنية والبرامج القائمة في إطار المجتمعات المحلية للوقاية من تناول المخدرات؛

(h) Evaluation of interventions to prevent drug use was not only possible but essential, and all drug abuse prevention efforts should have strong monitoring and evaluation components;
(ح) أن تقييم تدخلات الوقاية من تناول المخدرات ليس ممكنا فحسب بل هو ضروري، وينبغي أن تشتمل جميع جهود الوقاية من تعاطي المخدرات على عناصر رصد وتقييم قوية؛

Further, resources available under section 16 of the programme budget for the biennium 2010-2011 for the prevention of drug use already included one Professional post at the P-3 level and non-post resources in the amount of $87,700.
