وتضمﱠن تقرير اﻷمين العام (A/51/317) المقدم عملا بالقرار ٠٥/١٥ تحليلا قيما وشمل عناصر أساسية توفر طريقة عملية لمعالجة بعض المشاكل التي تتعرض لها الدول الثالثة من جراء تطبيق الجزاءات.

٤٨ - ومضى قائلا إن استراليا تؤيد الرأي الذي مفاده أن الدول الثالثة المتضررة من جراء تطبيق الجزاءات بموجب الفصل السابع من الميثاق تحتاج الى مساعدة.

85. Her delegation was among those States affected most severely by the application of sanctions under Chapter VII of the Charter and shared the concerns of other States so affected.
٨٥ - وأشارت الى أن بلدها كان ضمن الدول اﻷشد تضررا من جراء تطبيق الجزاءات بموجب الفصل السابع من الميثاق، وأنه يشاطر سائر البلدان المتضررة منها ما تشعر به من قلق.

32. The working papers on the implementation of the provisions of the Charter related to assistance to third States affected by the application of sanctions under Chapter VII of the Charter (A/48/33, paras. 98-99) raised important questions.
٣٢ - وقال إن أوراق العمل المتعلقة بتنفيذ أحكام الميثاق المتصلة بتقديم المساعدة للدول الثالثة المتضررة من جراء تطبيق الجزاءات بموجب الفصل السابع من الميثاق )A/48/33، الفقرتان ٩٨ و ٩٩( تطرح أسئلة هامة.

His delegation was grateful to the Secretary-General for the report he had presented pursuant to General Assembly resolution 56/87 on the implementation of the Charter provisions related to assistance to third States affected by the application of sanctions.
ثم أعرب عن امتنان وفده للأمين العام على تقريره الذي قدمه عملاً بقرار الجمعية العامة 56/87 بشأن تنفيذ أحكام الميثاق المتصلة بالمساعدة المقدمة للدول الثالثة المتضررة من جراء تطبيق الجزاءات.

27. Other representatives held the view that, bearing in mind the number of third States being increasingly affected by the application of sanctions, a case-by-case approach was not viable.
٢٧ - وكان من رأي ممثلين آخرين أن اتباع يقوم على دراسة كل حالة على حدة ليس قابلا للتطبيق اذا وضع في الاعتبار عدد الدول الثالثة التي تتضرر بازدياد من جراء تطبيق الجزاءات.

8. Mr. Mishra (India) said that his delegation attached special importance to the question of assistance to third States affected by the application of sanctions.
٨ - السيد ميشرا )الهند(: قال إن وفده يعلق أهمية خاصة على مسألة تقديم المساعدة للدول الثالثة المتضررة من جراء تطبيق الجزاءات.

60. Ms. Betancourt (Venezuela) said that her country attached special importance to the issue of assistance to third States affected by the application of sanctions.
٦٠ - السيدة بيتانكورت )فنزويلا(: قالت إن بلدها يعلق أهمية خاصة على مسألة مساعدة الدول الثالثة المتأثرة من جراء تطبيق الجزاءات.

37. The United Nations Industrial Development Organization (UNIDO) has been concerned to ensure that its development assistance programmes make a positive contribution to dealing with the special needs of States affected by the application of sanctions.
٣٧ - وحرصت منظمة اﻷمم المتحدة للتنمية الصناعية )اليونيدو( على أن تشكل برامج المساعدة اﻹنمائية التي تضطلع بها إسهاما إيجابيا في التعامل مع الاحتياجات الخاصة للدول المتضررة من جراء تطبيق الجزاءات.

3. Assistance to third States affected by the application of sanctions under Chapter VII of the Charter was an issue of great urgency, on which lengthy discussions were being held in the General Assembly and the Security Council.
٣ - وأردف قائلا إن تقديم المساعدة إلى الدول الثالثة المتضررة من جراء تطبيق الجزاءات في إطار الفصل السابع من الميثاق، هو أمر على درجة كبيرة من اﻹلحاح، وتجري بشأنه مناقشات مطولة في كل من الجمعية العامة ومجلس اﻷمن.

15. The debate in the Special Committee on assistance to third States affected by the application of sanctions under Chapter VII of the Charter had been constructive and stimulating, although it had failed to produce any concrete results.
١٥ - واستطردت قائلة إن النقاش الدائر في اللجنة الخاصة بشأن مساعدة الدول الثالثة المتضررة من جراء تطبيق الجزاءات المفروضة في إطار الفصل السابع من الميثاق، كان بنﱠاء ومشجعا، وذلك على الرغم من فشله في التوصل إلى أية نتائج ملموسة.

The methodology proposed in the Secretary-General’s report (A/53/312) for assessing the damage to third States resulting from the application of sanctions appeared to be generally acceptable.
ووصف المنهجية المقترحة في تقرير اﻷمين العام (A/53/312) لتقييم اﻷضرار التي تلحق بالدول الثالثة من جراء تطبيق الجزاءات بأنها منهجية مقبولة عموما.

The financial problems suffered by third States as a result of the application of sanctions also required an urgent response.
١٣ - وقالت إن المشاكل المالية التي تعاني منها الدول الثالثة من جراء تطبيق الجزاءات تحتاج أيضا الى استجابة عاجلة.
