11. It is with great satisfaction that I report to the Security Council the formation, on 24 September, of the new Government of Cambodia, based on the will of the people expressed through free and fair elections organized and conducted by the United Nations.
١١ - إنه لبارتياح شديد إذ أنهي الى مجلس اﻷمن أن الحكومة الجديدة تشكلت في ٢٤ أيلول/سبتمبر بناء على الارادة التي عبر عنها الشعب من خلال انتخابات حرة ونزيهة نظمتها وأجرتها اﻷمم المتحدة.

Under the Agreement, an Emergency Loya Jirga was to be convened within six months of the establishment of the Interim Authority and to decide on a Transitional Authority, including a broad-based Transitional Administration that would lead Afghanistan until a fully representative government could be elected through free and fair elections, which would be held no later than two years from the convening of the Emergency Loya Jirga.
