It recalled that an earlier version of the State responsibility articles had included a qualification that " [i]n no case may a people be deprived of its own means of subsistence " , which was also reflected in article 1, paragraph 2, of both Human Rights Covenants.
وأشارت إلى أن صيغة سابقة للمواد المتعلقة بمسؤولية الدول تضمنت تكييفا مفاده أنه " لا يجوز بأي حال من الأحوال حرمان أي شعب من سبل العيش الخاصة به " ، وهو ما يتجلى أيضا في الفقرة 2 من المادة 1 من العهدين الخاصين بحقوق الإنسان().
