To ensure that minerals produced from land-based sources and those from the seabed compete on a level field, it is provided that there shall be no subsidization of mining activities in the seabed, except as permitted under the GATT rules. Further, there shall be no discrimination between minerals derived from the deep seabed and from other sources in their access to markets or for imports of commodities produced from such minerals.
