Bearing in mind that an initiative was presented on that occasion for advancing towards the adoption of a regional instrument for the effective implementation of principle 10 of the Rio Declaration in the region with support from the Commission in its capacity as technical secretariat,

15. The present report will proceed to consider each principle of the Rio Declaration separately.
١٥ - وسيمضي هذا التقرير نحو النظر بصورة مستقلة في كل مبدأ من مبادئ إعلان ريو.

The NAM emphasizes the need to undertake actions and adopt concrete measures at all levels in order to ensure the full implementation of Program 21 and the Johannesburg Implementation Program, in conformity with the principle of common but differentiated responsibilities outlined in Principle 7 of the Rio Declaration on the Environment and Development.

For the G-77 and China, this should be achieved in accordance with the principles and provisions of the relevant instruments on sustainable development, in particular, principles 2 and 7 of the Rio Declaration: the sovereign right of States to exploit their own resources pursuant to their own environmental and developmental policies, and common but differentiated responsibilities.
وترى مجموعة الـ 77 والصين أن ذلك ينبغي أن يتحقق وفقا لمبادئ وأحكام الصكوك ذات الصلة بشأن التنمية المستدامة، ولا سيما المبدآن 2 و 7 من مبادئ إعلان ريو: الحق السيادي للدول في استغلال مواردها وفقا لسياساتها البيئية والإنمائية، والمسؤوليات المشتركة ولكن المتباينة.

Principle 25 of the Rio Declaration on the Environment and Development stated that " Peace, development and environmental protection are interdependent and indivisible " .

Principles 3 and 4 of the Rio Declaration on Environment and Development 8/ integrate not only the concepts of environment and development and but also the needs of generations, both present and future.
والمبدآن الثالث والرابع من مبادئ إعلان ريو بشأن البيئة والتنمية)٨( لا يجمعان بين مفاهيم البيئة والتنمية فحسب ولكــن يجمعــــان أيضا بين حاجات اﻷجيال الحاضرة واﻷجيال المقبلة على حد سواء.

131. Principle 17 of the Rio Declaration on Environment and Development states that environmental impact assessment, as a national instrument, shall be undertaken for proposed activities that are likely to have a significant adverse impact on the environment and are subject to a decision of a competent national authority.
131 - ويذكر المبدأ 17 من مبادئ إعلان ريو بشأن البيئة والتنمية أنه يضطلع بتقييمات الأثر البيئي كأداة وطنية للأنشطة المقترحة التي يحتمل أن تكون لها آثار سلبية كبيرة على البيئة والتي تكون مرهونة بقرار لإحدى السلطات الوطنية المختصة.

32. Progress in the right to access to information (principle 10 of the Rio Declaration on Environment and Development) has been recorded by the World Resources Institute and its Access Initiative partners.

Over the period 2010-2013, UNEP has carried out work under the subprogramme on environmental governance that has enabled an overall review of the environment and emerging issues, as well as access to information (principle 10 of the Rio Declaration on Environment and Development).
