4. On 2 March 2009, by its decision 63/418, the General Assembly, on the recommendation of the Internal Justice Council (see A/63/489), appointed the following persons as judges of the Appeals Tribunal: Sophia Adinyira (Ghana), Rose Boyko (Canada), Jean Courtial (France), Kamaljit Singh Garewal (India), Mark P. Painter (United States of America), Luis María Simón (Uruguay) and Inés Weinberg de Roca (Argentina).

The recommendations of the Internal Justice Council for General Assembly consideration and action are to appoint the following persons as ad litem judges of the United Nations Dispute Tribunal: Mr. Michael Adams (Australia), Mr. Jean-François Cousin (France), and Ms. Nkemdilim Amelia Izuako (Nigeria) for an additional one-year term of office beginning on 1 July 2010.

Given that abusive proceedings had a negative impact on the administration of justice by diverting resources away from the legitimate proceedings, the two delegations welcomed the four options presented by the Internal Justice Council for preventing frivolous applications, and sought further information on options II and IV in particular.
وبالنظر إلى أن للإجراءات التعسفية أثراً سلبياً على إقامة العدل يتجلى في تحويل مسار الموارد بعيداً عن الدعاوى المشروعة، قال إن الوفدين يرحبان بالخيارات الأربعة المطروحة من مجلس العدل الداخلي لمنع التقدم بطلبات غير ذات موضوع، ويلتمسان معلومات إضافية عن الخيارين الثاني والرابع على وجه التحديد.

The second solution is the one proposed by the Internal Justice Council in its previous report (see A/66/158, para. 7), namely that the three external jurist members of the Council convene to determine complaints.
والحل الثاني هو الحل المقترح من مجلس العدل الداخلي في تقريره السابق (انظر A/66/158، الفقرة 7)، أي أن يجتمع الحقوقيون الخارجيون الثلاثة الأعضاء في المجلس للبت في الشكاوى.

7. As noted in paragraph 3, the General Assembly in resolution 62/228 required the Internal Justice Council to provide its views on the implementation of the system of administration of justice to the General Assembly.
7 - كما أشير في الفقرة 3، طلبت الجمعية العامة من مجلس العدل الداخلي في القرار 62/228 تقديم وجهات نظره بشأن تطبيق نظام إقامة العدل.

It strongly supported the call by both the Internal Justice Council and the judges of the Dispute Tribunal for the Office to be allowed to continue to represent staff in proceedings before the Tribunals.
