Notwithstanding the requests of the Bureau of the CST and the Bureau of the COP, the secretariat could not obtain the funding arrangements necessary to conduct Phase 2.

The Bureau of the COP has received a recommendation from the Bureau of the CST through the Chair of the CST to have the current Bureau of the CST conduct the work of the CST up to the end of its eighth session, and to have the new Bureau start its work with the new programme of work of the CST for the next biennium.
وقد تلقى مكتب المؤتمر من مكتب لجنة العلم والتكنولوجيا عن طريق رئيس هذه اللجنة توصية بجعل المكتب الحالي للجنة يتولى إدارة أعمال اللجنة حتى نهاية دورتها الثامنة، وجعل المكتب الجديد يبدأ أعماله ببرنامج العمل الجديد للجنة لفترة السنتين القادمة.

4. A statement was also made by Mr. Walter Ammann, the President of the Global Risk Forum Davos, lead institution/consortium to organize the UNCCD 2nd Scientific Conference under the guidance of the CST Bureau.

6. Also in decision 17/COP.9, the COP requested the secretariat, under the guidance of the CST Bureau and using an iterative process, to develop proposals to refine the set of impact indicators and associated methodologies, taking account of:
6- وطلب مؤتمر الأطراف، في المقرر 17/م أ-9 أيضاً، إلى الأمانة أن تصوغ، بإرشاد من مكتب لجنة العلم والتكنولوجيا وباستعمال عملية تكرارية، مقترحات من أجل تنقيح مجموعة مؤشرات تقييم الأثر والمنهجيات المرتبطة بها، آخذة في الاعتبار ما يلي:

5. During its meeting on 21 February 2011, the CST Bureau reached consensus and decided to select the Global Risk Forum (GRF) Davos as the lead institution to organize the UNCCD 2nd Scientific Conference under the guidance of the CST Bureau.
5- وتوصل مكتب لجنة العلم والتكنولوجيا، أثناء اجتماعه المعقود في 21 شباط/ فبراير 2011، إلى توافق في الآراء وقرر اختيار منتدى دافوس للمخاطر العالمية، بوصفه المؤسسة الرائدة لتنظيم المؤتمر العلمي الثاني للاتفاقية بتوجيه من مكتب لجنة العلم والتكنولوجيا.

14. Following the support and encouragement of the CST Bureau to start building institutional partnerships, the secretariat is exploring, in line with its internal capacity, ways and means on how to collaborate with UNU, UNESCO, GNDRI and other institutions that had already expressed their interest in involving fellows.
14- وبدعم وتشجيع من مكتب لجنة العلم والتكنولوجيا لبدء بناء الشراكات المؤسسية، تقوم الأمانة، وفقاً لقدراتها الداخلية، باستكشاف سبل ووسائل التعاون مع جامعة الأمم المتحدة واليونسكو والشبكة العالمية لمعاهد بحوث الأراضي الجافة وغيرها من المؤسسات التي أعربت عن اهتمامها باستقبال زملاء.

The involvement of the GEF is also in line with paragraph 4 (c) of decision 17/COP.9 which requests the secretariat, under the guidance of the CST Bureau and using an iterative process, to refine the set of impact indicators and associated methodologies, taking account of, inter alia, possible synergies with relevant programmes, projects and institutions, including those associated with the other Rio conventions.

By the same decision, the COP requested the Bureau of the CST to develop, with the support of the secretariat, detailed criteria and mechanisms for selection of scientific institutions and fellowship candidates in line with the revised programme.
وفي المقرر نفسه، طلب مؤتمر الأطراف من مكتب لجنة العلم والتكنولوجيا أن يضع، بدعم من الأمانة، المعايير والآليات التفصيلية لاختيار المؤسسات العلمية والمرشحين للزمالات وفقاً للبرنامج المنقح.
