4. Should the Security Council decide to authorize the expansion of the Verification Mission, it would be my recommendation to the General Assembly that the costs relating thereto should be considered an expense of the Organization to be borne by Member States in accordance with Article 17, paragraph 2, of the Charter of the United Nations and that the assessments to be levied on Member States should be credited to the Special Account for UNAVEM.
٤ - وإذا قرر مجلس اﻷمن اﻹذن بتوسيع بعثة التحقق، أوصي الجمعية العامة باعتبار التكاليف المتصلة بذلك من نفقات المنظمة التي تتحملها الدول اﻷعضاء وفقا للفقرة ٢ من المادة ١٧ من ميثاق اﻷمم المتحدة وأن تقيد اﻷنصبة التي ستفرض على الدول اﻷعضاء في الحساب الخاص لبعثة اﻷمم المتحدة للتحقق في أنغولا.

4. It is my intention to propose to the General Assembly, should the Security Council decide to approve my recommendation, that the costs relating thereto should be considered an expense of the Organization to be borne by Member States in accordance with Article 17, paragraph 2, of the Charter of the United Nations and that the assessments to be levied on Member States should be credited to the Special Account for UNOMIL.
٤ - وإنني أنتوي تقديم اقتراح إلى الجمعية العامة، إذا قرر مجلس اﻷمن الموافقة على توصيتي، بأن تعتبر التكاليف المترتبة على التوصية من نفقات المنظمة تتحملها الدول اﻷعضاء وفقا للفقــرة ٢ مــن المادة ١٧ من ميثاق اﻷمم المتحدة وأن تقيد اﻷنصبة المفروضة على الدول اﻷعضاء في الحساب الخاص للبعثة.

The floor rate should not, however, be abolished since it was incumbent on all Member States to bear at least a small fraction of the Organization's expenses, thereby showing their political commitment.
