Paragraph 3 of the Article states that:

2. States Parties shall consider extending the use of the special investigative techniques referred to in paragraph 1 of this article at the international level, on the basis of agreements or arrangements.
٢ - على الدول اﻷطراف أن تنظر في توسيع استخدام اﻷساليب التحقيقية الخاصة المشار اليها في الفقرة ١ من هذه المادة على الصعيد الدولي ، على أساس اتفاقات أو تدابير .

534. Article 23 of the Covenant protects the family and the right to marry. Paragraph 4 of the article provides that States parties should ensure equality of rights and responsibilities of spouses as to marriage, during marriage and at its dissolution.
٥٣٤ - تحمي المادة ٣٢ من العهد اﻷسرة والحق في الزواج، فتنص الفقرة ٤ من هذه المادة على أن تكفل الدول اﻷطراف تساوي الزوجين في الحقوق والمسؤوليات فيما يتعلق بالزواج، خلال قيام الزواج ولدى انحلاله.

Paragraph 1 of this article provides for 10 methods of procurement.

Paragraph 2 of that article provides that the Commission shall consist of 15 members, elected by the Council from among the candidates nominated by States parties.
