However, such a voluntary mechanism cannot serve as a way for States to avoid being monitored by existing international or regional human rights bodies and mechanisms or domestic courts; rather, an optional protocol should invite States to act in good faith and to engage at a higher level of commitment and to raise standards on the basis of mutually acceptable resolution.

At its 9th meeting, on 4 May 2000, the Preparatory Committee decided, without a vote, that in the spirit of relevant General Assembly and Commission on Human Rights resolutions, the Office of the United Nations High Commissioner for Human Rights, specialized agencies and other United Nations bodies and mechanisms should be requested to prepare reports, studies and documents and to submit them to the Preparatory Committee and the World Conference.

6- يشجّع المفوضية السامية وهيئات المعاهدات والإجراءات الخاصة التابعة لمجلس حقوق الإنسان وغيرها من هيئات وآليات الأمم المتحدة ذات الصلة ووكالاتها المتخصصة وبرامجها، كل في حدود ولايته، على مواصلة جهودها الرامية إلى تعزيز إعمال الحق في التعليم في جميع أنحاء العالم، وعلى زيادة تعاونها في هذا الصدد بوسائل منها تعزيز المساعدة التقنية المقدمة إلى الحكومات؛

8.
