In its resolution 2004/3 of 3 June 2004, the Economic and Social Council requested the Secretary-General, in consultation with Member States, to submit to the Council at its substantive session of 2004, a report including recommendations on how to formulate a smooth transition strategy for countries graduating from least developed country status.
