71. There are bilateral, multilateral and private sources that can assist countries in establishing ways and means of attracting foreign capital and expertise and in the financing of the development of their mineral resources.

19. ECA has addressed the problem of improving the capacity of African countries to capture the maximum sustainable economic and social benefits from their mineral resources in two areas: increased investment flows, and the promotion of effective cooperation in the sector.
١٩ - تناولت اللجنة الاقتصادية ﻷفريقيا مسألة تحسين قدرة البلدان اﻷفريقية على جني أكبر قدر ممكن من الفوائد الاقتصادية والاجتماعية المستدامة من مواردها المعدنية في مجالين: زيادة التدفقات الاستثمارية، وتشجيع التعاون الفعال في هذا القطاع.

50. The Conference recognized the poor state of development of the African minerals-processing industries, the need to strengthen African countries' capabilities and capacity to develop fully their mineral resources, and the important role of the private sector in this regard.
٥٠ - سلم المؤتمر بسوء الحال فيما يختص بتنمية الصناعات اﻷفريقية لتجهيز المعادن، وبضرورة تعزيز قدرات البلدان اﻷفريقية وطاقاتها اللازمة لتنمية مواردها المعدنية تنمية كاملة، وبأهمية الدور الذي يقوم به القطاع الخاص في هذا الصدد.
