يشجِّع المؤتمر الوكالة الدولية للطاقة الذرية على مواصلة تقديم المساعدة إلى الدول الأطراف لتعزيز ضوابطها التنظيمية الوطنية المتعلقة بالمواد النووية، بما في ذلك إنشاء وتعهّد نظم الدولة لحصر ومراقبة المواد النووية، إلى جانب النظم على الصعيد الإقليمي.
