1 - يتولَّى الرئيس، إضافة إلى ممارسة السلطات المخوَّلة إليه في مواضع أخرى من هذا النظام الداخلي، رئاسة جلسات المؤتمر العامة، وإعلان افتتاح كل جلسة واختتامها، وإدارة المناقشات، وضمان مراعاة أحكام هذا النظام، وإعطاء حق التكلُّم، وطرح المسائل أمام المؤتمر لاتخاذ قرارات بشأنها وإعلان تلك القرارات.

المادة ٧١ ١ - يقوم رئيس المؤتمر ، بالاضافة الى ممارسة السلطات المخولة له في مواضع أخرى من هذا النظام ، برئاسة الجلسات العامة للمؤتمر ، واعلان افتتاح واختتام كل جلسة منها ، وادارة المناقشات ، واعطاء الحق في الكلام ، وطرح المسائل للتصويت ، واعلان القرارات .

المادة ٣٢ ١- يقوم الرئيس، باﻹضافة إلى ممارسة السلطات الممنوحة له في مواضع أخرى من هذا النظام الداخلي، بإعلان افتتاح الدورة واختتامها، ورئاسة جلسات الدورة، وتأمين مراعاة هذا النظام، ومنح الحق في الكلام، وطرح المسائل للتصويت، وإعلان المقررات.
