"مواطني تلك الدولة" - Translation from Arabic to English

Pursuant to article 36 of that Convention, Mexico will inform the consular office of another State if a national of that State is arrested, detained or placed in pretrial detention.
فوفقاً للمادة 36 من هذه المعاهدة، تقوم المكسيك بإخطار المكتب القنصلي لأي دولة أخرى، في حال توقيف أحد مواطني تلك الدولة أو احتجازه أو وضعه في الحبس الاحتياطي.

(b) When the victim is a national of that State.
(ب) عندما تكون الضحية مواطناً من مواطني تلك الدولة.

Otherwise, paragraph 3 creates an unjustified distinction between refugees in the State of residence and nationals of that State.
وإلا فإن الفقرة 3 يترتب عليها تمييز لا مبرر له بين اللاجئين في دولة الإقامة وبين مواطني تلك الدولة.

(a) When the alleged offender is a national of that State or a person who has his habitual residence in its territory;
(أ) عندما يكون المجرم المتهم مواطناً من مواطني تلك الدولة أو شخصاً يقيم عادة في إقليمها؛

(b) The offence was committed against [that State or] a national of that State [; or] Some delegations expressed a reservation about this subparagraph.
)ب( حين ترتكب الجريمة ضد ]تلك الدولة[ أو أحد مواطني تلك الدولة ]؛ أو[أبدت بضعة وفود تحفظها على هذه الفقرة الفرعية .

(b) The offence was committed against [that State or] a national of that State [; or] Some delegations expressed a reservation about this subparagraph.
)ب( عندما يرتكب الجرم ضد ]تلك الدولة[ أو أحد مواطني تلك الدولة ]؛ أو[أبدت بضعة وفود تحفظها على هذه الفقرة الفرعية .

(b) The offence was committed against [that State or] a national of that State [; or] Some delegations expressed a reservation about this subparagraph.
)ب( عندما يرتكب الجرم ضد ]تلك الدولة أو[ أحد مواطني تلك الدولة ]؛ أو[أبدت بضعة وفود تحفظها على هذه الفقرة الفرعية .

“1. Each State Party agrees to facilitate and accept the return of a victim of trafficking in persons who is a national of that State Party or who has the right of abode in the receiving State.
" ١ - يتعين على كل دولة طرف أن توافق على أن تيسر وتقبل عودة ضحية الاتجار باﻷشخاص الذي يكون من مواطني تلك الدولة الطرف أو الذي يتمتع بحق الاقامة في الدولة المستقبلة .

(d) In respect of or against a national of that State or a legal person connected with that State, if the State deems it advisable.
)د( في حق أحد مواطني تلك الدولة أو - إذا رأت تلك الدولة صحة ذلك - في حق مؤسسة تنتمي إليها.

(d) The offence is committed by a national of that State.
)د( يرتكب الجريمة أحد مواطني تلك الدولة.

It is more likely that a State will exercise diplomatic protection where there is some real link between State and company, as where the majority of the shareholders of the company are nationals of that State.
ولعله من المحتمل أكثر أن تقوم الدولة بممارسة الحماية الدبلوماسية حيثما توجد صلة ما بين الدولة والشركة، وحيثما يكون معظم حملة الأسهم في الشركة من مواطني تلك الدولة.

5. This Convention shall not apply where the offence is committed within a single State, all members of the criminal group are nationals of that State and the victims are nationals or entities of that State.
٥ - لا تنطبق هذه الاتفاقية حينما ترتكب الجريمة داخل دولة واحدة ، ويكون كل أفراد الجماعة الاجرامية من مواطني تلك الدولة ، ويكون ضحاياها مواطنين أو هيئات في تلك الدولة .

Criminal responsibility in this case should be incurred only by the persons who, by virtue of their position, acted on behalf of the State or used the State as a means of committing an international crime, and not by all the adult citizens of that State.
ولا ينبغي أن تحمّل المسؤولية الجنائية في هذه الحالة إلا لﻷشخاص الذين يتصرفون، بحكم مناصبهم، بالنيابة عن الدولة أو الذين يستخدمون الدولة كوسيلة لارتكاب جريمة دولية وبالتالي فإن المسؤولية الجنائية لا تحمّل لجميع مواطني تلك الدولة.

Please explain how, in order to comply with paragraph 2 (e), Lebanon would deal with a foreign national who is in Lebanon and has committed a terrorist act outside Lebanon against a State other than Lebanon or against that State's citizens.
يرجى التوضيح كيف سيتعاطي لبنان مع حالة مواطن أجنبي موجود في لبنان وارتكب عملا إرهابيا خارجه، موجها ضد دولة غير لبنان، أو ضد مواطني تلك الدولة.
