ويجوز لمحكمة المقاطعة أن تأمر، عن طريق تدبير مؤقت، بتعليق تطبيق القرار أو العمل الآخر موضع الطعن.

Despite being lodged with the issuing authority, the appeal is heard by the Supreme Court of Justice in full session, with the participation of the Office of the Procurator-General.
وإذا كان الطعن موجهاً إلى السلطة التي أصدرت النص موضع الطعن فإن محكمة العدل العليا، مجتمعة بجميع دوائرها، هي التي تفصل في الطعن مع حضور ممثل النائب العام.

In performing its functions, the AAT conducts a full review of the contested decision, and the author would have been entitled to demonstrate whether or not he met the section 13 criteria.
