٤ - يقصد بتعبير " المرفق الحكومي أو العام " أي مرافق أو أي وسيلة نقل، دائمة كانت أو مؤقتة، يستخدمها أو يشغلها ممثلو الدولة، أو أعضاء الحكومة أو البرلمان أو الهيئة القضائية، أو وكلاء أو موظفو الدولة أو أي سلطة أو كيان عام، أو وكلاء أو موظفو منظمة حكومية دولية، في إطار مهامهم الرسمية.
