وهذه الملاحظة صحيحة أيضاً بالنسبة للمعاهدات والاتفاقيات الدولية الأخرى التي تعد جمهورية مولدوفا طرفاً فيها.

If there is a discrepancy between the international covenants and treaties on fundamental human rights to which the Republic of Moldova is a party and its internal laws, then the international instruments have priority.
وفي حالة التباين بين العهدين الدوليين والمعاهدات المتعلقة بحقوق الإنسان الأساسية التي تكون جمهورية مولدوفا طرفاً فيها وبين قوانينها الداخلية، تكون الأولوية للصكوك الدولية.

23- وتؤدي المحكمة الدستورية دوراً خاصاً في هذا الميدان: إذ ترصد، عند الإبلاغ، دستورية المعاهدات الدولية التي تُعد جمهورية مولدوفا طرفاً فيها.

In their activity, they follow the Constitution and other laws of the Republic of Moldova, the Universal Declaration of Human Rights and other international instruments to which the Republic of Moldova is a party.
41- ويعمد أمناء المظالم في اضطلاعهم بأنشطتهم إلى التقيد بالدستور والقوانين الأخرى لجمهورية مولدوفا والإعلان العالمي لحقوق الإنسان والصكوك الدولية الأخرى التي تعد جمهورية مولدوفا طرفاً فيها.

The Commission members represent the absolute majority of the Cabinet of Ministers, thus covering all areas that are governed by international treaties, which the Republic of Moldova is a party to, as they are distributed in Chapter IV of the G.D. No. 255, specifically: human rights and justice, economic and social sector and the real sector.
ويمثل أعضاء اللجنة الأغلبية المطلقة من الوزراء على نحو يشمل جميع المجالات التي تحكمها معاهدات دولية تكون جمهورية مولدوفا طرفاً فيها كما هو مبيّن في الفصل الرابع من القرار الحكومي رقم 255، وعلى وجه التحديد: حقوق الإنسان والعدالة والقطاع الاقتصادي والاجتماعي والقطاع الحقيقي.

Membership in trade unions does not imply any restrictions of the human rights and freedoms stipulated by the Constitution and the international agreements to which the Republic of Moldova is a party (art. 6).

158. The national system on human rights is based on the Constitution of the Republic of Moldova of July 29, 1994, the national legislation and international instruments, which the Republic of Moldova is a party to.
158- ويستند النظام الوطني لحقوق الإنسان على دستور جمهورية مولدوفا الصادر في 29 تموز/يوليه 1994 وعلى التشريعات الوطنية() والصكوك الدولية التي تكون جمهورية مولدوفا طرفاً فيها.

According to the mentioned procedures, the document was approved by the National Commission for development of initial and periodic reports on implementation of international conventions, which the Republic of Moldova is a party to (June, 30, 2011).
ووفق الإجراءات المذكورة، وافقت اللجنة الوطنية لإعداد التقارير الأولية والدورية عن تنفيذ الاتفاقيات الدولية التي تكون جمهورية مولدوفا طرفاً فيها (30 حزيران/يونيه 2011) على الوثيقة.

The rights of foreign and stateless persons are also provided by article 4, paragraph (2), of the Constitution, which stipulates that if there is any discrepancy between the covenants and treaties on fundamental human rights to which the Republic of Moldova is a party and its internal laws, international instruments have priority.
128- كما ترد حقوق الأجانب وعديمي الجنسية في الفقرة (2) من المادة 4 من الدستور، التي تنص على أنه في الحالات التي يوجد فيها تناقض بين العهدين ومعاهدات حقوق الإنسان الأساسية التي تعدّ جمهورية مولدوفا طرفاً فيها من جهة وبين قوانينها الداخلية من جهة أخرى، تكون الأولوية للصكوك الدولية.

This law gives the right to parliamentary attorneys to apply directly the norms of international treaties to which the Republic of Moldova is a party, if the internal laws have a different sense from that of the treaties (art. 10 (2)).
ويخوِّل هذا القانون المحامين البرلمانيين بحق التطبيق المباشر لقواعد المعاهدات الدولية التي تعد جمهورية مولدوفا طرفاً فيها، في الحالات التي يختلف فيها مفهوم القوانين الداخلية عنه في المعاهدات (الفقرة (2) من المادة 10).

According to the Constitution of the Republic of Moldova (art. 4), constitutional provisions on human rights and freedoms are interpreted and applied according to the Universal Declaration of Human Rights, covenants and other treaties to which the Republic of Moldova is a party.
155- وبموجب دستور جمهورية مولدوفا (المادة 4)، تُفسر الأحكام الدستورية المتعلقة بحقوق الإنسان والحريات وتُطبق وفقاً للإعلان العالمي لحقوق الإنسان، والعهدين وغير ذلك من المعاهدات التي تكون جمهورية مولدوفا طرفاً فيها.

(b) The social insurance allocations can be transferred to another country, under the conditions set by international agreements and conventions to which the Republic of Moldova is a party, and exchanged into the currency of the respective country or into another agreed currency.
(ب) يمكن نقل مخصصات التأمين الاجتماعي إلى بلد آخر، وفقاً للشروط التي تنص عليها الاتفاقات والاتفاقيات التي تكون جمهورية مولدوفا طرفاً فيها، ويجري تحويلها إلى عملة البلد المعني أو إلى عملة أخرى متفق عليها.

It ensures the supremacy of the Constitution and exercises control over the constitutionality of laws, agreements, regulations and decisions of the Parliament, decrees of the President, decisions and actions of the Government, as well as international treaties to which the Republic of Moldova is a party (art. 135 (a); decisions of the Constitutional Court are irrevocable and cannot be appealed).
فهي تؤمن سيادة القانون وتمارس الرقابة على دستورية القوانين والاتفاقات ولوائح وقرارات البرلمان، وعلى المراسيم التي يصدرها رئيس الجمهورية، والقرارات والإجراءات التي تتخذها الحكومة، فضلاً عن المعاهدات الدولية التي تكون جمهورية مولدوفا طرفاً فيها (المادة 135(أ))؛ وقرارات المحكمة الدستورية لا رجعة فيها وغير قابلة للاستئناف.
