Mr. Moleko (Lesotho) (spoke in English): I wish to begin by thanking the Secretary-General for his insightful, visionary and comprehensive report on the work of the United Nations as well as on the implementation of the United Nations Millennium Declaration.

32. Mr. Moleko (Lesotho) said that the joyous celebration of his own country's independence on that very day 36 years earlier was marred by its deep regret that there was still one Non-Self-Governing Territory in Africa, namely, Western Sahara.
32- السيد موليكو (ليسوتو): قال إن بهجة احتفال بلده بالاستقلال في مثل ذلك اليوم قبل 36 سنة شابها أسف بلده العميق لكون إقليم واحد في إفريقيا ما زال غير متمتع بالحكم الذاتي، ذلك الإقليم هو الصحراء الغربية.

Mr. Moleko (Lesotho): I extend to you, Sir, our congratulations on your assumption of the presidency of the General Assembly at its fifty-ninth session.

Mr. Moleko (Lesotho): Lesotho fully associates itself with and endorses the statement by the Permanent Representative of Qatar on behalf of the Group of 77 and China.

Mr. Moleko (Lesotho): Let me begin by expressing our deep sympathy and heartfelt condolences to the Palestinian people, who are still mourning the death of President Yasser Arafat.

Mr. Moleko (Lesotho): I should like at the outset to extend my congratulations to you, Mr. Chairman, on your election to steer the work of the First Committee during this session, as well as to the other members of the Bureau.

4. Mr. Moleko (Lesotho) recalled that, in spite of the considerable progress achieved by the United Nations in the area of decolonization, as the Second International Decade for the Eradication of Colonialism reached the half-way mark there were still 16 Non-Self-Governing Territories remaining.

Ms. Moteetee (Lesotho): Allow me to deliver this statement on behalf of my Ambassador, His Excellency Mr. Lebohang Moleko, who could not be here today because of reasons beyond his control.

48. Mr. Moleko (Lesotho), speaking on behalf of the Southern African Development Community (SADC), noted that the quest for solutions to the problems of landlocked and transit developing countries had culminated in the adoption of the Almaty Programme of Action.

2. Ms. Moleko (Democratic Republic of the Congo), replying to general questions on the initial and second and third periodic reports of the Democratic Republic of the Congo, said that the lack of statistics in the reports was due to the disruption in the work of the National Statistical Institute caused by the successive conflicts which had destroyed the nation's economic infrastructure.
