إذ تشير إلى أن الأمم المتحدة نشأت من النضال ضد النازية والفاشية والعدوان والاحتلال الأجنبي، وأن الشعوب أعربت في ميثاق الأمم المتحدة عن عزمها على إنقاذ الأجيال المقبلة من ويلات الحرب،
