1. The OAU Framework Agreement is a solid and well crafted document which rests on provisions of the Charter of OAU, principles of international law and on full realization of the aspiration of the African people to free the continent of conflicts.

121. In view of the foregoing, and in accordance with articles 3 and 6 of the OAU Charter,21 the Democratic Republic of the Congo questions the legal basis for the alliance among Rwanda, Uganda, Burundi and the so-called " rebels " .

21 Article 3 of the OAU Charter spells out the principles that are supposed to guide member States in their mutual relations, in particular the principles of the sovereign equality of all member States, non-interference in the internal affairs of States, respect for the sovereignty and territorial integrity of each State and its inalienable right to independent existence.
)٢١( تنص المادة ٣ من ميثاق منظمة الوحدة اﻷفريقية على المبادئ التوجيهية التي يجب أن توجه الدول اﻷعضاء في علاقاتها المتبادلة وبخاصة مبدأ المساواة السيادية بين الدول اﻷعضاء، ومبدأ عدم التدخل في الشؤون الداخلية للدول واحترام سيادة كل دولة وسلامتها اﻹقليمية ووجودها المستقل وغير القابل للتصرف.

It is also obvious that it will set a very dangerous precedent for the rest of Africa if its present action were not to be checked by Africa’s collective reaffirmation of the validity of the Cairo resolution, the precedents incorporated in the various OAU decisions on border disputes between African States and indeed articles II (1c) and III (3 and 4) of the OAU Charter.
ومن الواضح أيضا أن هذا سيمثل سابقة خطيرة لباقي أفريقيا إذا لم يكبح هذا اﻹجراء بأن تؤكد أفريقيا مجتمعة من جديد سريان مفعول قرار القاهرة والسوابق المدرجة في مختلف قرارات منظمة الوحدة اﻷفريقية بشأن النزاعات على الحدود بين الدول اﻷفريقية، وفي الواقع، المادتين الثانية )١ ج( والثالثة )٣ و ٤( من ميثاق منظمة الوحدة اﻷفريقية.
