According to ICJ, both the OHCHR and a wide variety of domestic voices have been calling for the establishment of an international human rights field presence in Sri Lanka.
7- حسبما ذكرته لجنة الحقوقيين الدولية، ما فتئت المفوضية السامية لحقوق الإنسان وطائفة عريضة من الأصوات المحلية تدعو إلى إقامة كيان دولي ميداني لحقوق الإنسان في سري لانكا(16).

OHCHR has since sent to all field offices, on 28 January 2000, a guideline entitled " Guidelines on readiness requirements and procedures to be followed in case of possible withdrawal and liquidation of a human rights field office " , attaching a document issued by the Department of Peacekeeping Operations/Field Administration and Logistics Division, which provides comprehensive guidance on the subject matter.
