All States bear responsibility for easing international tension and strengthening trust between States in order to facilitate the progress towards the elimination of nuclear weapons and to cooperate to avert the risk of proliferation of nuclear weapons, related materials and technology to non-State actors, which poses a serious threat to international peace and security.
