49. Both parties had to show a spirit of compromise and enter into the negotiations in good faith so as not to lose the momentum towards a settlement in accordance with the Charter.

18. Although the parties have not made substantive progress towards a settlement of the dispute, both have restated their intention to continue discussions through future meetings of their negotiating teams and through other bilateral contacts.

61. Having set its objectives, the Security Council may wish to consider a strategy to achieve those objectives, including incentives and disincentives, aimed at encouraging the parties to enter into serious negotiations and move towards a settlement along the principles set forth above.
61 - وبعد أن يحدد مجلس الأمن أهدافه، فقد يود أن ينظر في وضع استراتيجية لتحقيق تلك الأهداف، تشمل حوافز وزواجر، ترمي إلى تشجيع الطرفين على الدخول في مفاوضات جادة والتحرك نحو التوصل إلى تسوية تتسق مع المبادئ المبينة أعلاه.

However, as we have come to the third phase of the negotiations, where we could achieve progress towards a settlement through mutual compromise and real negotiation, Mr. Anastasiades, through various excuses as explained above, has this time been endeavouring to find a pretext to leave the negotiations. Hence, his decision to withdraw from the table at this critical juncture.

Since my previous report, the parties have continued to indicate in their contacts with United Nations officials that their bilateral negotiations pursuant to the Agreement on Normalization of Relations between the Federal Republic of Yugoslavia and the Republic of Croatia, signed at Belgrade on 23 August 1996 (S/1996/706, annex), have not yet addressed the Prevlaka dispute directly and that there has been no progress towards a settlement.
٣١ - منذ تقديم تقريري السابق، ظل الطرفان يشيران في اتصالاتهما مع موظفي اﻷمم المتحدة إلى أن مفاوضاتهما الثنائية عملا باتفاق تطبيع العلاقات الموقع في بلغراد في ٣٢ آب/أغسطس ٦٩٩١ بين جمهورية يوغوسلافيا الاتحادية وجمهورية كرواتيا )S/1996/706، المرفق( لم تتناول نزاع بريفلاكا بشكل مباشر، وأنه لم يحرز أي تقدم نحو التوصل إلى تسوية.

Since my previous report, the parties have continued to indicate in their contacts with United Nations officials that their bilateral negotiations pursuant to the Agreement on Normalization of Relations between the Federal Republic of Yugoslavia and the Republic of Croatia, signed at Belgrade on 23 August 1996 (see S/1996/706, annex) have not addressed the Prevlaka dispute directly and that there has been no progress towards a settlement.

1. The present report is submitted pursuant to paragraph 7 of Security Council resolution 1147 (1998) of 13 January 1998, in which the Council requested me to report by 5 July 1998 on the situation in the Prevlaka peninsula and on progress made by the Republic of Croatia and the Federal Republic of Yugoslavia towards a settlement that would peacefully resolve their differences.
١ - هذا التقرير مقدم عملا بالفقرة ٧ من قرار مجلس اﻷمن ١١٤٧ )١٩٩٨( المؤرخ ١٣ كانون الثاني/يناير ١٩٩٨، والذي طلب فيه المجلس إليﱠ أن أقدم تقريرا بحلول ٥ تموز/يوليه ١٩٩٨ عن حالة شبه جزيرة بريفلاكا والتقدم الذي أحرزته جمهورية كرواتيا وجمهورية يوغوسلافيا الاتحادية نحو التوصل إلى تسوية تحل خلافاتهما بالوسائل السلمية.

The acts of aggression against the Palestinian people must cease, as must the application of unilateral measures and faits accomplis, which are removed from any negotiation track with the Palestinian side, and do not contribute in any way to the search for a definitive, just and lasting settlement to resolve the protracted conflict.
كما يتعين أن تتوقف أعمال العدوان ضد الشعب الفلسطيني، وكذلك تطبيق التدابير الانفرادية وإجراءات فرض الأمر الواقع، التي تستبعد أي وسيلة من وسائل التفاوض مع الطرف الفلسطيني، مما لا يساعد إطلاقا على السعي نحو التوصل إلى تسوية شاملة وعادلة ودائمة لذلك الصراع الطويل الأمد.
