Article 21 expressly refers to those States that " recognize and/or permit " the system of adoption, which does not apply to the State party because it does not recognize the system of adoption.
وتشير المادة 21 صراحة إلى الدول التي تقر و/أو تجيز نظام التبني، وهو ما لا ينطبق على الدولة الطرف لأنها لا تقر نظام التبني.

13. The Syrian legislature has created an alternative to the system of adoption under the terms of the Act promulgated by Legislative Decree No. 107 of 4 May 1970.
13- وقد أوجد التشريع السوري بديلاً عن نظام التبني وذلك بالقانون الصادر بالمرسوم التشريعي رقم 107 تاريخ 4 أيار/مايو 1970، فعرّف اللقيط المولود الحي بأنه الوليد الذي يعثر عليه ولم يعرف والداه.

The concept of filiation is similar to the system of adoption, the difference between them lying in the fact that, under the adoption system, one or both of the parents must be known whereas, under the filiation system, the filiated child must be of unknown parentage or the offspring of an unlawful marriage.
ويتقارب مفهوم الاقرار بالنسب من نظام التبني، والفرق بينهما هو أنه في نظام التبني يكون الوالدان أو أحدهما معروفا، بينما في الاقرار بالنسب يجب أن يكون الولد المقر له بالنسب مجهول الوالدين، أو كان ثمة زواج غير شرعي.

(b) Take the necessary measures to monitor and supervise effectively the system of adoption of children in accordance with the principle of the best interest of the child;
