148. The criteria used for selection in matters of employment have not been revised or amended since 1997. It is those criteria that govern selection and appointment procedures for Government employees under the Civil Service Regulations, and they rely to widely varying degrees on competence and seniority.

54. With reference to the Committee's recommendations Nos. 32 and 34, it should be noted that the Civil Service Regulations of 2007 provide that the most competent applicants shall be employed on the basis of merit and having regard to the principles of transparency, justice and equality of opportunity, without gender-based discrimination.

Similarly, there is no discrimination in the Kingdom's laws in relation to the holding of public office. the Civil Service Law states that aptitude is the basis for occupying a position and this has been given concrete form with the appointment of women to posts in a number of Ministries, such as Health, Education and Higher Education.
