The module will aim to address good practices and common challenge in ensuring legislation, policies and practices are in place to promote transparency, integrity and accountability in public procurement systems.
وترمي هذه النميطة إلى تناول الممارسات الجيِّدة والتحديات المشتركة ذات الصلة بضمان وجود التشريعات والسياسات والممارسات اللازمة للترويج للشفافية والنزاهة والمساءلة في نظم الاشتراء العمومي.

The objective of the project is to modernize and harmonize public procurement systems in the Union's member States through effective implementation of its regulations on public procurement.
ويستهدف هذا المشروع تحديث نظم الاشتراء العمومي ومناسقتها في دول الاتحاد من خلال التنفيذ الفعال للوائحه التنظيمية المتعلقة بالاشتراء العمومي.

Reference was made to article 9, paragraph 1, of the Convention, which listed three fundamental principles that should inform effective and efficient public procurement systems, namely transparency, competition and objective criteria in decision-making.
31- وأُشير إلى الفقرة 1 من المادة 9 من الاتفاقية، التي تنص على ثلاثة مبادئ أساسية ينبغي أن تسترشد بها نظم الاشتراء العمومي الفعّالة والكفؤة، وهي معايير الشفافية والتنافس والموضوعية في اتخاذ القرارات.

12. Encourages interested States parties, representatives of private sector entities and relevant international organizations to consult and collaborate with each other in order to share best practices for the alignment of systems of Public Procurement with the requirements of article 9 of the Convention;
12- يشجّع الدولَ الأطراف المهتمة وممثلي كيانات القطاع الخاص والمنظمات الدولية ذات الصلة على التشاور والتعاون فيما بينها بشأن تبادل أفضل الممارسات بغية مواءمة نظم الاشتراء العمومي مع مقتضيات المادة 9 من الاتفاقية؛

The third project, entitled " Public-Private Partnership for Probity in Public Procurement " , aims to reduce vulnerabilities to corruption in public procurement systems.
أما المشروع الثالث المعنون " الشراكة بين القطاعين العام والخاص من أجل النزاهة في نظم الاشتراء العمومي " ، فيهدف إلى زيادة مناعة هذه النظم إزاء الفساد.

The project on Public-Private Partnership for Probity in Public Procurement aims to reduce vulnerabilities to corruption in public procurement systems while bridging gaps between public procurement administrations and the private sector.
42- ويهدف مشروع " الشراكة بين القطاعين العام والخاص من أجل النزاهة في نظم الاشتراء العمومي " إلى الحد من أبواب الفساد في نظم الاشتراء العمومي مع العمل على سد الثغرات بين إدارات الاشتراء العمومي والقطاع الخاص.

" 3. Recommends that those documents be considered by States and reform agencies when reforming public procurement systems on the basis of the UNCITRAL Model Law on Public Procurement and accompanying Guide to Enactment, so as to support the effective implementation and use of the Model Law. "

With the support of the Siemens Integrity Initiative, UNODC continued to implement the project on public-private partnership for probity in public procurement, aimed at reducing vulnerabilities to corruption in public procurement systems and bridging knowledge and communication gaps between public procurement administrations and the private sector.
٢٧- وبدعم من مبادرة سيمنز للنزاهة، واصل المكتب تنفيذ مشروع الشراكة بين القطاعين العام والخاص من أجل النزاهة في الاشتراء العمومي، الذي يرمي إلى الحد من الضعف أمام إغراء الفساد في نظم الاشتراء العمومي وسدِّ الثغرات المعرفية وتدارك أوجه القصور في التواصل بين إدارات الاشتراء العمومي والقطاع الخاص.

One of those technical assistance projects, entitled " Public-Private Partnership for Probity in Public Procurement " , is to reduce vulnerabilities to corruption in public procurement systems and to bridge knowledge and communication gaps between public procurement administrations and the private sector.
ويهدف أحد مشاريع المساعدة التقنية هذه، وعنوانه " الشراكة بين القطاع العام والقطاع الخاص من أجل النـزاهة في نظم الاشتراء العمومي " ، إلى تقليص مَواطن الضعف التي تجعل نظم الاشتراء العمومي عرضة للفساد وإلى سد ما بين إدارات الاشتراء العمومي والقطاع الخاص من ثغرات تتعلق بالمعارف والتواصل.

The aims of the project are to ensure full awareness of the principles and workings of the national and regional public procurement systems, the publication of national procurement laws and regulations that are consistent with the COMESA procurement directive passed under the PPRP, and the issue of procurement training materials and case studies.

Both of these projects will focus on the experience in Mexico and India and will also bring together other international experts to establish good practices.

56- أمّا المشروع الثالث الذي ينفذه المكتب بدعم من مبادرة سيمنز للنزاهة تحت عنوان " الشراكة بين القطاعين العام والخاص من أجل النزاهة في الاشتراء العمومي " ، فيرمي إلى زيادة المناعة أمام إغراء الفساد في نظم الاشتراء العمومي وسدِّ الثغرات المعرفية وتدارك أوجه القصور في الاتصالات بين إدارات الاشتراء العمومي والقطاع الخاص.

African Development Bank In the period under review, the AfDB has continued the publication of country procurement assessment reports and the provision of support to subregional organizations, such as COMESA and WAEMU in various legislative initiatives on harmonization and modernization of public procurement systems at national, subregional and regional levels (see paras. 14 to 17 below).

The Checklist, when finalized, is intended to be a practical instrument aimed at providing standards for policymakers in reforming public procurement systems to reinforce integrity and public trust in how public funds are managed, addressing functional guidance and subject to the relevant legislative framework (with reference to the Convention and Model Law).
ويُراد لهذه االقائمة المرجعية، عندما توضع في صيغتها النهائية، أن تكون أداة عملية تهدف إلى توفير معايير يستند إليها مقررو السياسات في إصلاح نظم الاشتراء العمومي من أجل تعزيز النـزاهة وثقة الجمهور في الكيفية التي تُدار بها الأموال العمومية، وتتناول التوجيه الوظيفي وتخضع للإطار التشريعي ذي الصلة (بالإحالة إلى الاتفاقية والقانون النموذجي).
