The representative reported that UNEP had continued its participation in the Sponsors' Group for the global observing systems, helping to promote the Global Climate Observing System, the Global Ocean Observing System, the Global Terrestrial Observing System and the combined global observing systems strategy, as well as remaining active in the Committee on Earth Observation Satellites.

UNESCO promotes the participation of its member States and scientists in international biodiversity research programmes and in global observing systems that focus on parameters and processes relevant to biodiversity and ecosystem services, including satellite monitoring of natural World Heritage sites and other relevant sites.

The present report provides an overview of space-based technologies used to monitor the various manifestations of climate change and its impacts undertaken by individual United Nations entities and other international organizations, and presents information regarding the three global observing systems, GCOS, GOOS and GTOS, which are co-sponsored by United Nations entities.

In 2007 and 2008, the Executive Director held further multi-stakeholder consultations with Governments, other United Nations bodies, financial institutions including the Global Environment Facility, the private sector and civil society, multilateral environmental agreements, the scientific community including global observing systems, and other partners to refine the strategy further.

To continue working closely with the agencies participating in the Integrated Global Observing Strategy (IGOS) partnership and relevant observing and monitoring systems such as the Global Environmental Monitoring System Freshwater Quality Programme, and to facilitate the application of scientific data from the global observing systems to support the UNEP assessment and early warning process.

The Integrated Global Observing Strategy (IGOS) initiative being developed by the Committee on Earth Observation Satellites (CEOS) specifically aims at providing an integrating framework for space-based and ground-based observations needed to support the requirements of international global observing systems (e.g. GCOS, GOOS, GTOS), as well as global and regional research programmes.
والهدف المحدد لمبادرة استراتيجية الرصد العالمي المتكاملة التي تقوم بصوغها اللجنة المعنية بسواتل رصد اﻷرض هو توفير اطار متكامل لعمليات الرصد التي تتم من قواعد فضائية وقواعد أرضية واللازمة لدعم متطلبات نظم الرصد العالمية الدولية )مثل النظام العالمي لمراقبة المناخ والشبكة العالمية لمراقبة اﻷوزون والنظام العالمي لرصد اﻷرض( وكذلك برامج البحوث العالمية والاقليمية .

(d) Monitoring and assessment: improving the monitoring network for weather, climate and sea level rise, promoting exchange of relevant data, strengthening the ability of small island developing States to participate in the global monitoring systems (e.g., GOOS, GCOS) and strengthening the monitoring and assessment capacity of small island developing States. The SBSTA noted the need to complete the adequacy report in the shortest possible time in order to provide a framework for further work to improve global monitoring systems.
