Recruitment was most intense in the area surrounding Kitchanga (north-eastern Masisi) controlled by Colonel Zimurinda (see paras. 264, 308, 318, 322, 556 and 557 above, paras. 648-651 below and box 2) and in the area surrounding Ngungu (southern Masisi) controlled by Colonel Baudoin Ngaruye.

26. In a letter dated 24 March addressed to the Chair of the Security Council Committee established pursuant to resolution 1533 (2004) concerning the Democratic Republic of the Congo, the Government of Rwanda reported the presence of Jean-Marie Runiga, Baudoin Ngaruye and Innocent Zimurinda among the politicians and cadres of M23 who had crossed the border from the Democratic Republic of the Congo to seek refuge in Rwanda.
