2 - تستطيع أي دولة طرف، عند توقيع هذه الاتفاقية أو التصديق عليها أو الانضمام إليها، أن تعلن أنها لا تعتبر نفسها ملزمة بأحكام الفقرة 1 من هذه المادة.
