55. Too many atrocities had been left unaccounted for since the Nürnberg and Tokyo Tribunals.
٥٥ - وذكرت أن أعمال عنف كثيرة للغاية قد مرت دون تحديد المسؤولين عنها منذ محكمتي نورنبرغ وطوكيو.

36. In international practice, the Nürnberg and Tokyo military tribunals had tried individuals who, as State leaders, had been responsible for having planned and led crimes against the peace and security of mankind.

It has rightly been stated that the Nürnberg and Tokyo Tribunals were " multinational tribunals, but not international tribunals in the strict sense " , 3/ in that they represented only one segment of the world community: the victors.
وقد قيل عن حق إن محكمتي نورنبرغ وطوكيو كانتا " محكمتين متعددتي الجنسيات، ولكنهما لم تكنا دوليتين بالمعنى الدقيق " )٣(، من حيث أنهما لم تمثلا سوى قطاع واحد من المجتمع الدولي: المنتصرون.
