8.7 As to the complaint of a violation of article 7, the Committee considers that the author has sufficiently substantiated his allegations for the purposes of admissibility, and that this part of the communication is admissible.
8-7 أما عن الشكوى بانتهاك المادة 7، فإن اللجنة ترى أن صاحب البلاغ قد علل بما فيه الكفاية ادعاءاته لأغراض المقبولية، وبالتالي فإن هذا الجزء من البلاغ مقبول.

Also, the Committee notes the authors' argument that despite the reservation this part of the communication is admissible as the reservation was made 20 years ago and it would be reasonable to expect that the State party would have fulfilled its objective to comply fully with its obligations under this article at this stage.

The Committee also considers that the author has substantiated those claims, for purposes of admissibility, and concludes that this part of the communication is admissible under articles 2 and 5, paragraph 2 (b), of the Optional Protocol.
