this Legislative Decree shall be published in the Official Gazette and shall be deemed to be in force from its date of promulgation.
ينشر هذا المرسوم التشريعي في الجريدة الرسمية ويعتبر نافذاً من تاريخ صدوره.

(c) To furnish to the judicial authorities and others concerned with the application hereof the information requested by those authorities in connection with this Legislative Decree;
(ج) تزويد السلطات القضائية وغيرها من الجهات المختصة بتطبيق أحكام هذا المرسوم التشريعي بالمعلومات التي تطلبها هذه السلطات والتي تتعلق بهذا المرسوم التشريعي.

C. The compensations and remunerations arising from the implementation of this Legislative Decree shall be determined by decree.
(ج) يتم تحديد التعويضات والمكافآت الناشئة عن تنفيذ أحكام هذا المرسوم التشريعي بمرسوم.

The following terms and expressions shall have, in the application of the present Legislative Decree, the respective meanings indicated below:
يقصد بالكلمات والتعابير الآتية في معرض تطبيق هذا المرسوم التشريعي المعاني المبينة إزاء كل منها:

Barring a decision of the Agency's Management Committee approving the lifting of banking secrecy, the reports provided for herein shall be made in absolute secrecy, whether they are made by natural or artificial persons.
باستثناء قرار لجنة إدارة الهيئة بالموافقة على رفع السرية المصرفية يتسم الإبلاغ المنصوص عليه في هذا المرسوم التشريعي بالسرية المطلقة سواءً تم هذا الإبلاغ من قبل شخص طبيعي أم اعتباري.

Violations of the provisions of articles 4, 5, 6, 9 A, 11 A, 11 C or 12 hereof shall be punishable by three months' to one year's imprisonment and a fine of from 250,000 to 1 million Syrian pounds.
يعاقب بالحبس من ثلاثة أشهر إلى سنة وبالغرامة من مئتين وخمسين ألف ليرة إلى مليون ليرة سورية كل من يخالف أحكام المواد 4-5 - 6 - 9/أ - 11/أ - 11/جـ - 12 من هذا المرسوم التشريعي.

" Every male and female Syrian Arab citizen, including military personnel and the categories covered by the provisions of article 5 of this Legislative Decree, shall enjoy the right to stand as a candidate for membership of the People's Assembly provided that they meet the following conditions:
" يتمتع بحق الترشيح لعضوية مجلس الشعب كل مواطن عربي سوري، من الذكور والإناث بما فيهم العسكريون والفئات الأخرى المشمولة بأحكام المادة 5 من هذا المرسوم التشريعي إذا توافرت فيه الشروط التالية :

13. The provisions of this Legislative Decree are consistent with international requirements, including Security Council resolution 1540 (2004) which concerns the need for national legislation to regulate the handling of such materials.
13 - إن أحكام هذا المرسوم التشريعي تتناسب مع المتطلبات الدولية بما في ذلك قرار مجلس الأمن رقم 1540 لعام 2004 من حيث ضرورة وجود تشريعات وطنية ناظمة للتعامل مع هذه المواد.

" (i) An additional insurance subscription application must be submitted to the Authority within a period of one year from the date of entry into force of this Legislative Decree in the case of insured persons who are already working on that date and within a period of six months in the case of insured persons whose employment begins after the date of entry into force of this Legislative Decree.
" `1` تقديم طلب اشتراك بالتأمين الإضافي إلى المؤسسة خلال فترة سنة من تاريخ نفاذ هذا المرسوم التشريعي بالنسبة للمؤمن عليهم القائمين على رأس عملهم بذلك التاريخ، وخلال فترة ستة أشهر بالنسبة للمؤمن عليهم الذين يلتحقوق بالعمل بعد تاريخ نفاذ هذا المرسوم التشريعي.

1. Any person who contravenes the provisions of article 2 of this Legislative Decree, which provides that " It is prohibited for anyone other than the competent governmental authorities to manufacture military handguns, hunting rifles, training weapons or any other military weapons or the related ammunition " ;
1 - كل من خالف أحكام المادة 2 من هذا المرسوم التشريعي المتضمنة " يحظر على غير الجهات الحكومية المختصة صنع المسدسات الحربية وبنادق الصيد وأسلحة التمرين أو أي أسلحة حربية أخرى وذخائرها " .

Article 41 (a) Any person who bears or possesses a military weapon not eligible for licensing under the provisions of this Legislative Decree or the related Ammunition shall be liable to three to six years of imprisonment and a fine of 10,000 to 50,000 Syrian pounds;
المادة 41 - (أ) يعاقب بالحبس من ثلاث سنوات إلى ست سنوات وبالغرامة من عشرة آلاف إلى خمسين ألف ليرة، كل من حمل أو حاز سلاحا حربيا غير قابل للترخيص بموجب أحكام هذا المرسوم التشريعي أو ذخيرة له.

(b) To conduct financial inquiries into transactions suspected of involving the laundering of illegal funds or the financing of terrorism and to follow the principles and procedures laid down in this Legislative Decree;
(ب) إجراء التحقيقات المالية في العمليات التي يشتبه بأنها تنطوي على عمليات غسل أموال غير مشروعة أو تمويل الإرهاب والتقيد بالأصول والإجراءات المنصوص عليها في هذا المرسوم التشريعي.

D. The additional financial burden imposed by the implementation of this Legislative Decree shall be borne by the banks operating in the Syrian Arab Republic and shall be considered part of the expenses of the Government Banking Commission of the Central Bank of Syria.
(د) تقع الأعباء المالية الإضافية التي يفرضها تطبيق هذا المرسوم التشريعي على عاتق المصارف العاملة في الجمهورية العربية السورية وتعتبر جزءاً من نفقات مفوضية الحكومة لدى المصارف في مصرف سورية المركزي.

Article 3 of the Electoral Law stipulates as follows: " The right to vote shall be enjoyed by every male and female Syrian Arab citizen who has reached the age of 18 on the first day of the year in which the election takes place unless he or she is deprived of that right in accordance with this Legislative Decree and the laws in force " .
" يتمتع بحق الانتخاب كل مواطن عربي سوري، من الذكور والإناث، أتم الثامنة عشر من عمره في أول السنة الجارية التي يجري فيها الانتخاب، ما لم يكن محروماً من هذا الحق بموجب هذا المرسوم التشريعي والتشريعات النافذة " .

E. The provisions of the Legislative Decree of 1 May 2005 on banking secrecy shall not under any circumstances be taken as grounds for objection in connection with the application of this Legislative Decree or with requests for information on the part of the Agency or persons to whom work is entrusted thereby.
(هـ) لا يعتد بأحكام المرسوم التشريعي الخاص بسرية المصارف الصادر بتاريخ 1 أيار/مايو 2005 بأي حال من الأحوال عند تطبيق أحكام هذا المرسوم التشريعي وعند طلب الهيئة أو المكلفين بأعمال من قبلها لأي معلومات.

Banking and financial institutions operating in Syrian free zones shall be subject to the provisions of this Legislative Decree and the related implementing directives issued by the Agency. In addition, they shall be subject to the provisions on banking supervision contained in article 89 of Law No. 23 of 2002, concerning the Central Bank of Syria and the basic monetary system, and Legislative Decree No. 34 of 1 May 2005, on banking secrecy.
تخضع لأحكام هذا المرسوم التشريعي ولتعليماته التنفيذية التي تصدرها الهيئة المؤسسات المصرفية والمالية العاملة في المناطق الحرة السورية، كما تخضع تلك المؤسسات لأحكام الرقابة المصرفية المنصوص عليها في المادة 89 من قانون مصرف سورية المركزي ونظام النقد الأساسي رقم 23 لعام 2002، والمرسوم التشريعي رقم 34 تاريخ 1 أيار/مايو 2005 الخاص بالسرية المصرفية.

Article 2: The commission referred to in article 1 of the present Legislative Decree shall cooperate with the International Independent Investigation Commission and with the Lebanese judicial authorities in all matters related to the investigation procedures referred to herein.
مادة 2: تتعاون اللجنة المشار إليها في المادة (1) من هذا المرسوم التشريعي مع لجنة التحقيق الدولية المستقلة، ومع السلطات القضائية اللبنانية في كل ما يتصل بإجراءات التحقيق المبينة في هذا المرسوم التشريعي.

C. The internal auditors of public banks and the auditors of the Government Banking Commission of the Central Bank of Syria shall verify the compliance by banks and other financial institutions referred to herein with the provisions of the regulations specified in paragraph B of this article and report to the Agency for Combating Money-Laundering and the Financing of Terrorism any violation in that regard.
(ج) على مراقبي المصارف العاملة الداخليين ومراقبي مفوضية الحكومة لدى المصارف في مصرف سورية المركزي التحقق من تقيد المؤسسات المصرفية والمالية الأخرى المشار إليها في هذا المرسوم التشريعي بأحكام النظام المشار إليه في الفقرة (ب) من هذه المادة وإبلاغ هيئة مكافحة غسل الأموال وتمويل الإرهاب عن أي مخالفة بهذا الشأن.
