Norway urges countries that have not joined this Convention to do so without delay.
والنرويج تناشد البلدان التي لم تنضم إلى هذه الاتفاقية أن تفعل ذلك بدون تأخير.

We call upon all other States which have not yet become parties to the Convention to ratify it as soon as possible.
ونحــن نناشد كل الدول اﻷخرى التي لم تصبح أطرافــا بعد في هذه الاتفاقية أن تصدق عليها في أقرب وقت ممكن.

1. Proceeds of crime or property confiscated by a State Party pursuant to article [...] [Confiscation and seizure] or article [...] [International cooperation for purposes of confiscation], paragraph 1, of this Convention shall be disposed of by that State Party.
1- على الدولة الطرف التي تصادر عائدات إجرامية أو ممتلكات عملا بالمادة [...] [المصادرة والحجز] أو الفقرة 1 من المادة [...] [التعاون الدولي لأغراض المصادرة] من هذه الاتفاقية أن تتصرف في تلك العائدات الاجرامية أو الممتلكات.

" 5. Any Party that makes a reservation under this Convention may withdraw or modify it at any time.
" 5- يجوز لأي طرف يبدي تَحفُّظاً بمقتضى هذه الاتفاقية أن يسحب تَحفُّظه أو يُعدِّله في أي وقت.

Any State Party to this Convention may propose amendments to this Convention. Amendments shall enter into force for each State Party to the Convention accepting the amendments upon their acceptance by a majority of the States Parties to the Convention and thereafter for each remaining State Party to the Convention on the date of acceptance by it.
لأية دولة من الدول الأطراف في هذه الاتفاقية أن تقترح إدخال تعديلات عليها وتصبح التعديلات نافذة، بالنسبة إلى كل دولة تقبلها من الدول الأطراف، متى نالت قبول أغلبية الدول الأطراف في الاتفاقية، وبعد ذلك تصبح نافذة، بالنسبة إلى كل دولة باقية من الدول الأطراف، ابتداء من تاريخ قبول هذه الدولة لها.

5 - يجوز لأي دولة تصدر إعلانا بمقتضى هذه الاتفاقية أن تسحبه في أي وقت بإشعار رسمي مكتوب يوجه إلى الوديع.

5. Any State that makes a declaration under this Convention may withdraw it at any time by a formal notification in writing addressed to the depositary.
5- يجوز لأي دولة تصدر إعلانا بمقتضى هذه الاتفاقية أن تسحبه في أي وقت بإشعار رسمي مكتوب يوجّه إلى الوديع.

A State Party to this Convention may submit to the Committee communications to the effect that another State Party is not fulfilling its obligations under this Convention.
يجوز لدولة طرف في هذه الاتفاقية أن تقدم إلى اللجنة بلاغات تفيد بأن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب هذه الاتفاقية.

4. Any State which makes a declaration under this Convention may modify or withdraw it at any time by a formal notification in writing addressed to the depositary.
4- يجوز لأي دولة تصدر إعلانا بمقتضى هذه الاتفاقية أن تنقّحه أو تسحبه في أي وقت بإشعار رسمي مكتوب يوجه إلى الوديع.

We urge countries that have not joined this Convention to do so without delay.
ونناشد البلدان التي لم تنضم بعد إلى هذه الاتفاقية أن تفعل ذلك بدون تأخير.

The Conference calls upon States which are not parties to this Convention to ratify, accept, approve or accede to, as appropriate, the Convention, thus contributing to the achievement of universal adherence to the Convention.
ويطلب المؤتمر إلى الدول غير الأطراف في هذه الاتفاقية أن تصدِّق عليها أو تقبلها أو توافق عليها أو تنضم إليها، حسب الاقتضاء، مساهمة بذلك في تحقيق الانضمام العالمي إلى الاتفاقية.

We therefore strongly urge those States that have so far remained outside the Convention to re-evaluate their position and to join the Convention.
لذلك، نحث بشدة تلك الدول التي لا تزال خارج هذه الاتفاقية أن تعيد تقييم موقفها وتنضم إلى الاتفاقية.

[3. Each Party that exports mercury [or mercury compounds] under paragraph 1 or paragraph 2 to a State not a Party to this Convention shall require the importing State to provide it with a written confirmation within 30 days of its receipt of the imported mercury [or mercury compounds].
[3 - على كل طرف يصدّر الزئبق [أو مركَبات الزئبق] بموجب الفقرة 1 أو الفقرة 2 إلى دولة ليست طرفاً في هذه الاتفاقية أن يطالب الدولة المستوردة بتزويده بتأكيد خطّي في غضون 30 يوماً من استلامها للزئبق المستورد [أو مركَبات الزئبق المستوردة].

Such a convention would take us closer to the goal of total elimination of nuclear weapons under international verification and control.
فمن شأن إبرام هذه الاتفاقية أن يقربنا من هدف القضاء الكامل على اﻷسلحة النووية في ظل المراقبة والتحقق الدوليين.

Art. 90: After five years after the entry into force of the Convention a request for the revision of the Convention may be made at any time by any State Party by means of a notification in writing addressed to the Secretary-General of the United Nations.
المادة ٩٠: يجوز ﻷية دولة طرف بعد خمس سنوات من بــدء نفـاذ هذه الاتفاقية أن تقــدم في أي وقــت طلبــا لتنقيح هذه الاتفاقيــة بواسطة إخطار خطي يوجه إلى اﻷمين العام لﻷمم المتحدة.

(a) If a State Party to the present Protocol considers that another State Party is not fulfilling its obligations under the Covenant, it may, by written communication, bring the matter to the attention of that State Party.
(أ) إذا رأت دولة طرف في هذه الاتفاقية أن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب العهد، جاز لها أن توجه نظر تلك الدولة الطرف إلى ذلك برسالة مكتوبة.

All States parties to that Convention should participate in the Conference of Plenipotentiaries to consider amendments aimed at strengthening the Convention.
وينبغي لجميع الدول الأطراف في هذه الاتفاقية أن تشترك في مؤتمر المفوضين للنظر في التعديلات الرامية إلى تعزيز الاتفاقية.
