بيد أن هذه الاتفاقية لا تنطبق فيما بين الطرفين الأصيلين في عقد نقل مستبعد بمقتضى المادة ٦.

The rule that article 27 establishes for multimodal transports stipulates that the present Convention does not prevail over provisions of another convention under certain circumstances if it is known where the damage has occurred.
11- تنص القاعدة التي تنشئها المادة 27 فيما يتعلق بالنقل المتعدد الوسائط على أن أحكام هذه الاتفاقية لا تكون لها غلبة على أحكام اتفاقية أخرى في ظروف معيَّنة إذا كان مكان حدوث التلف معروفا.

There shall be no restriction upon or derogation from any of the fundamental human rights recognized or existing in any State Party to the present Convention pursuant to law, conventions, regulation or custom on the pretext that the present Convention does not recognize such rights or that it recognizes them to a lesser extent.
ولا يجوز فرض أي تقييد أو انتقاص لأي حق من حقوق الإنسان الأساسية المعترف بها أو القائمة في أي دولة طرف في هذه الاتفاقية، عملا بقانون أو اتفاقية أو لائحة أو عرف بحجة أن هذه الاتفاقية لا تعترف به أو تعترف به في نطاق أضيق.

Any dispute between two or more States Parties concerning the interpretation or application of the present Convention which is not settled by negotiation shall, at the request of one of them, be submitted to arbitration.
يعرض للتحكيم أي خلاف بين دولتين أو أكثر من الدول الأطراف حول تفسير أو تطبيق هذه الاتفاقية لا يسوى عن طريق المفاوضات، وذلك بناء على طلب واحدة من هذه الدول.

However, the scope of application of this Convention is limited to acts committed by agents or representatives of a State.
بيد أن نطاق تطبيق هذه الاتفاقية لا يشمل إلا اﻷفعال التي يرتكبها الموظفون الرسميون أو ممثلو الحكومات.

However, the Convention does not provide for verification of any sort.
غير أن هذه الاتفاقية لا تنص على أي نظام للتحقق.

The accession of the Syrian Arab Republic to this Convention shall in no way signify recognition of Israel or entail entry into any dealings with Israel in the context of the provisions of the Convention.
إن انضمام الجمهورية العربية السورية إلى هذه الاتفاقية لا يعني بأي حال الاعتراف بإسرائيل ولا يؤدي إلى الدخول معها في أي معاملات مما تنظمه أحكام هذه الاتفاقية.

وإذ تلاحظ أن أنشطة القوات العسكرية للدول تنظمها قواعد للقانون الدولي تخرج عن إطار هذه الاتفاقية وأن استثناء أعمال معينة من النطاق الذي تشمله هذه الاتفاقية لا يعني التغاضي عن أعمال غير مشروعة من جهة أخرى أو يجعل منها أعمالا مشروعة، أو يستبعد ملاحقة مرتكبيها قضائيا بموجب قوانين أخرى،

ولا يجوز فرض أي تقييد أو انتقاص لأي حق من حقوق الإنسان والحريات الأساسية المعترف بها أو القائمة في أي دولة طرف في هذه الاتفاقية، عملا بقانون أو اتفاقية أو لائحة أو عرف بحجة أن هذه الاتفاقية لا تعترف بهذه الحقوق والحريات أو تعترف بها في نطاق أضيق.

5. The Government of Luxembourg declares that article 15 of the present Convention does not impede the provisions of Luxembourg legislation concerning the capacity to exercise rights.
٥- تعلن حكومة لكسمبرغ أن المادة ٥١ من هذه الاتفاقية لا تشكل عائقا أمام أحكام تشريع لكسمبرغ بشأن القدرة على ممارسة الحقوق.

[Recognizing the general understanding that the provisions of the present Convention do not cover criminal proceedings,]
[وإذ تسلم بما هو مفهوم بوجه عام من أن أحكام هذه الاتفاقية لا تشمل الإجراءات الجنائية،]

Under the provisions of this Convention, acts committed by peoples in their struggle, including armed struggle, against aggression, colonialism and, in brief, foreign occupation shall not be regarded as constituting terrorism, provided that such acts take place in the context of international conventions governing armed conflicts, as well as international humanitarian law.
بمقتضى أحكام هذه الاتفاقية لا تعتبر الأفعال التي تقوم بها الشعوب، في إطار نضالها، بما في ذلك النضال المسلح ضد العدوان والاستعمار، وضد السيطرة الأجنبية بصفة عامة، أفعالا إرهابية شريطة أن تقع الأفعال المذكورة ضمن إطار الاتفاقيات الدولية المنظمة للنـزاعات المسلحة، فضلا عن القانون الإنساني الدولي.

We regret that the Convention does not include a definition of terrorist bombings and that so far we have no international definition of the concept of terrorism in general.
إننا نأسف ﻷن هذه الاتفاقية لا تتضمن تعريفا لﻹرهاب بالقنابــل علمــا أن لا تعريف دوليا حتى اﻵن لمفهوم اﻹرهاب بشكل عام.

3. The Government of Luxembourg declares that article 6 of the present Convention presents no obstacle to implementation of the provisions of Luxembourg legislation concerning sex information, the prevention of back-street abortion and the regulation of pregnancy termination.
٣- تعلن حكومة لكسمبرغ أن المادة ٦ من هذه الاتفاقية لا تشكل عقبة أمام تنفيذ أحكام تشريع لكسمبرغ بشأن المعلومات المتصلة بالجنس، ومنع الاجهاض المستتر، وتنظيم عملية انهاء الحمل.
