Once again calls upon all States to pay due attention to United Nations norms and standards on human rights in the administration of justice in developing national and regional strategies for their practical implementation and to spare no effort in providing for effective legislative and other mechanisms and procedures, as well as for adequate financial resources to ensure more effective implementation of these norms and standards;
