It liaises with Parties, observer States and observer organizations, conducts the registration of participants to sessions of Convention bodies, coordinates special events and arranges for funding and travel support for participants from eligible Parties.

Parties stressed the importance of the role of non-governmental organizations (NGOs) at the meetings of the Convention bodies, and in the implementation of the Convention.
٠٨- وشددت اﻷطراف على أهمية دور المنظمات غير الحكومية في اجتماعات هيئتي الاتفاقية وتنفيذ الاتفاقية.

37- وفيما يتعلق بتمويل المشاركة، قد ترغب الهيئة الفرعية للتنفيذ في التوجّه إلى الأمانة بطلب رصد التطورات في هذا المجال داخل منظمة الأمم المتحدة لاستطلاع ما إذا كانت هناك فرص متاحة للمنظمات غير الحكومية المعتمدة للوصول إلى هذه الأموال من أجل المشاركة في اجتماعات هيئتي الاتفاقية.

As a non-party to the Convention, the United States was not involved in decision-making by the Convention's bodies and was not in a position to welcome all of the outcomes and decisions made by the parties.
