I therefore warmly encourage all their efforts to ensure, as they stated in the Second Panama Declaration of 12 July 1997, the strengthening of democracy and institutional transformations and I welcome their steps towards an integrated system which would consolidate Central America as a region of peace, freedom, democracy and development.
