75. The Act establishes that employers who habitually employ more than 500 workers, whose work takes place in an unpopulated place where they must reside, more than 50 kilometres from the closest populated place, must provide their workers and their immediate families with sanitary housing which meets all the requirements for habitation and offers at least 10 square metres per person.
75- وينص القانون على أن أرباب العمل الذين يستخدمون عادة أكثر من 500 عامل، يكون عملهم في مكان غير مأهول يجب عليهم أن يقيموا فيه، ويقع على مسافة تزيد على 50 كيلومتراً من أقرب مكان مأهول، يجب عليهم أن يزودوا العاملين لديهم وأسرهم المباشرة بإسكان صحي يلبي جميع متطلبات السكن ويتيح على الأقل 10 أمتار مربعة للشخص الواحد.

Unless an overall solution is found for all these applicants, the Moroccan authorities remain opposed to the proposal, contained in paragraph 8 of my report of 13 April 1998 (S/1998/316), that MINURSO complete, as a first step, the identification of the 4,000 individuals who had presented themselves on the days of convocation of members from the above three groups who are listed in the 1974 census and their immediate families.
وما لم يوجد حل شامل بالنسبة لجميع مقدمي الطلبات، تظل السلطات المغربية على معارضتها للاقتراح الــوارد في الفقــرة ٨ من تقريــري المــؤرخ ١٣ نيسان/أبريل ١٩٩٨ (S/1998/316)، القائل بأن تكمل البعثة، كخطوة أولى، تحديد هوية اﻟ ٠٠٠ ٤ فرد الذين قدموا أنفسهم في أيام استدعاء أفراد المجموعات الثلاث المذكورة أعلاه المدرجين في تعداد عام ١٩٧٤ هم وأسرهم المباشرة.

6. In this connection, the settlement plan provides that it is the Special Representative who will decide that security conditions for the safe return of Saharan refugees eligible to vote and their immediate families are met and that the existing (Moroccan) police forces will be responsible for the maintenance of law and order " closely monitored by the MINURSO Civil Police " (S/21360, paras. 67 and 68).
6 - وفي هذا الصدد، تنص خطة التسوية على أن الممثل الخاص هو الذي سيقرر ما إذا تم استيفاء الشروط الأمنية لكفالة العودة الآمنة للاجئين الصحراويين المؤهلين للتصويت وأسرهم المباشرة وأن قوات الشرطة (المغربية) الموجودة ستتولى مسؤولية حفظ القانون والنظام " وستراقبهــــا عــــن كثــــب الشرطة المدنية التابعة للبعثة " (S/21360، الفقرتان 67 و 68).
