197. As regards the child's right to use his/her own language, the Committee encourages the State party to continue its efforts to address the linguistic needs of indigenous and minority children.

The present paper shows that educational models for indigenous and minority children which use mainly dominant languages as languages of instruction can and do have extremely negative consequences for the achievement of goals deduced from human rights instruments and thus for the right to education.

50. The Committee notes with concern that societal discrimination persists against girls and against other vulnerable groups of children, in particular children living in poverty, children born out of wedlock, children displaced by conflict and minority children.

17. CRC expressed concern at persistent discrimination with respect to children residing in the Overseas Departments and Territories, asylum seeking and refugee children, and children of minority groups such as Roma, travellers and religious minorities.
17- وأعربت لجنة حقوق الطفل عن قلقها إزاء التمييز المستمر تجاه الأطفال المقيمين في مقاطعات وأقاليم ما وراء البحار، وأطفال ملتمسي اللجوء واللاجئين، وأطفال الأقليات مثل الروما والرُحّل والأقليات الدينية(50).

These projects should pay particular attention to children in need of special protection measures, such as children working or living on the streets or children permanently deprived of a family environment, children with disabilities, children of minorities, immigrants and indigenous peoples and other vulnerable groups of children.

Hostility, assimilation policies, rejection, violence and discrimination may result in barriers to enjoyment by indigenous and minority children of their own cultural practices, rituals and celebrations, as well as to their participation in sports, games, cultural activities, play and recreation alongside other children.
وقد يفضي العداء، وسياسات الاستيعاب، والرفض، والعنف، والتمييز إلى عقبات تعوق تمتع أطفال جماعات السكان الأصليين وأطفال الأقليات بممارساتهم الثقافية وطقوسهم واحتفالاتهم الذاتية، فضلاً عن مشاركتهم الأطفال الآخرين في الرياضات والألعاب والأنشطة الثقافية واللعب والاستجمام.

16. Following the comprehensive dialogue between UNICEF and the Permanent Forum and the resulting recommendation that UNICEF prepare a report on the state of the world's children with a thematic focus on indigenous children, UNICEF has developed a frame of reference that will guide the development of a global analysis on the situation of indigenous and minority children.
16 - وعلى إثر الحوار الشامل بين اليونيسيف والمنتدى وما نتج عنه من توصية اليونيسيف بأن تعدّ تقريرا عن حالة الأطفال في العالم مع التركيز على موضوع أطفال الشعوب الأصلية، قامت المنظمة بإعداد إطار مرجعي يعين على إرشاد عملية التحليل العالمي لوضع أطفال الشعوب الأصلية وأطفال الأقليات.

(ii) Identification and prevention of factors and circumstances which hinder vulnerable groups' access to services and full enjoyment of their rights (including indigenous and minority children and children with disabilities, among others);
تحديد واتقاء العوامل والظروف التي تعيق تلقي الفئات الضعيفة الخدمات وتمتعها التام بحقوقها (ومنها أطفال الشعوب الأصلية وأطفال الأقليات والأطفال ذوو الإعاقة وغيرهم)؛

The lack of access is evinced by the fact that indigenous, tribal, and minority children in the interior of Suriname have significantly lower school attendance rates than the general and coastal populations.

The agency organized a consultation on indigenous peoples' and minorities' issues in April 2009, in which the independent expert participated, as a major step towards providing a broad and interactive orientation into issues affecting minorities and minority children in particular.
ونظمت اليونيسيف مشاورة حول قضايا الشعوب الأصلية والأقليات في نيسان/أبريل 2009، شاركت فيها الخبيرة المستقلة، كخطوة رئيسية نحو توفير توجيه تفاعلي واسع النطاق فيما يتعلق بالقضايا التي تمس الأقليات وأطفال الأقليات على وجه الخصوص.

22. Indigenous children and children belonging to minorities and vulnerable groups are disproportionately disadvantaged in many countries owing to all forms of discrimination, including racial discrimination.

24. Address any disparities in health and access to basic social services, including health-care services for indigenous children and children belonging to minorities.

UNICEF representatives on various occasions during the mission also reported the human rights concerns of Somali children in prisons (often housed with adults), street children, children of minority groups and clans, children as primary caregivers, child labour, and children with physical and mental disabilities.

Appropriate action should be ensured to alleviate the problem of children in need of special protection measures, such as children working or living on the streets or children permanently deprived of a family environment, children with disabilities, children of minorities, immigrants and indigenous peoples and other vulnerable groups of children.
٧١ - ينبغي العمل على اتخاذ تدابير مناسبة لتخفيف مشكلة اﻷطفال الذين يحتاجون إلى تدابير حماية خاصة، واﻷطفال الذين يعملون أو يعيشون في الشوارع، واﻷطفال المحرومين بصورة دائمة من البيئة اﻷسرية، واﻷطفال المعوقين، وأطفال اﻷقليات والمهاجرين والسكان اﻷصليين وسائر فئات اﻷطفال المعرضين للمخاطر.

In the report, the Government reviews the measures it has taken to align national legislation with the provisions of the Convention, as well as measures on parental responsibility, health, education and special protection, including for children in conflict with the law and children from minority groups.
